Well, not really, because if 5x the tank = balance then a hulk should have something like 5x the yield.
The idea behind the boosts, was that players would take it to dangerous players to mine, well apparently the most dangerous part of eve is multiboxing belts in highsec..

There's no problem with NPC corps, without NPC corps people would just flood to the biggest alliance there is, thats if the continue to play.
Ganking counters blobs as well as, bots, and afkers. The only problem is an extremely over-tanked ship that let you afk/bot away in extreme safety, especially in massive multi-boxed fleets.

Hate to break it to you but banning multi-boxing directly leads to less players and more bots. If CCP wants players to take Skiffs to dangerous areas, then a tank isn't what it needs. You can give the Skiff 5x the tank it has now and people still won't take it to dangerous and unmined areas because unless a complete idiot flies into you, the only thing the tank does is delay your inevitable destruction.
