Being a member of EVE really comes with two requirements:
1)Try to tell a good story.
2)Try to earn a buck, and spend just enough of it to make another.

Try not to take what happens as too personal, or your character as inviolable by virtue of meekness. By the sound of it, your corp is gonna go down, or at least knuckle under. The reason for this is probably because noone in it feels like there is so much more to lose that they'll risk it. Lots of corps like that.
The problem isn't with the members. They're being sensible and not sticking their neck out because they haven't really been given a reason to do so. It's the CEO's, director's or even shareholders' (in a closely held corp) obligation to do that.
It could also be the member's responsibility to pursue these things, or even to instigate them on their own. Odds are only a minority of self-starters will really pursue this much less succeed in it, which is why the lower sec population is so fractional compared to empire.
All the players are in empire, so that's where the diversion seekers and pvp junkies go.
By the sound of it, the corp you're in is failing or is going to fail, or it is just not displaying any sign that it will get off the ground organizationally. These kind of pressures from mercs or gangster corps tend to push the members out of weak corps into stronger ones, or push groups of individuals to network with others. Paying dues to a rent-collecting gangster outfit is a form of networking.
When you're making isk in empire, you're making a profit with nearly zero overhead, whereas the stronger groups out there are making their higher cieling isk on margin, albeit a strongly fluctuating margin. Some are good, some are not so good, but many are carefully financed.
EVE is an environment of ruthless corporations whether there are ruthless individuals or no. Concord has no sympathy for you. The empires owe the weak nothing. You are just as suspicious to them as any other corp. Nobody knows what your corp wallet is quietly funding. If it's not doing something clever, then what's the point other than to make the CEO stupidly rich at your expense? If you're just focusing on building weapons of war.. why.. you're a filthy arms salesman. Your hands are stained with the blood of thousands, possibly millions. You are not a pure angelic being soaring above baubles of color, but rather a significant and temperamental influence in the lives of millions of planet-bound organisms who are the source and promulgator of the relevance of ethics in the universe. You work for wicked, amoral, profit-seeking entities, and plenty of free agents in the skies sharpen their teeth when they gaze upon your works and your possessions.
The question is whether you will shirk away and shrink into the dark night, or allow your ego to unbridle itself and claim more than you have already taken.
Or you can take a more prosaic approach and see how you can finance your endeavors with a margin of your profits. This will require networking of course. If you don't network, you just can't hope for either your setback or successes to matter one iota.
If you can't see a reason to aspire to more than watching tv while a mining cycle... no scratch that. It's simpler than that. If you can't see a reason to Aspire period, then I don't see how EVE can hold anything for you.
