Been fiddling with ECM for a good year now, and its brought me more then a few wins. Everyone seems to either love or hate it as it is. Solutions fly about of course but past going back to a static system none really fly.
Now, the issue with the static system is the same argument for it, anything has a chancee, however remote to jam you. Well, you also have the fair chance of NOT being jammed even if they have a goliath amount of jammers on you.
I suggest the simplest solution. Pull multis. Remove them for all time, and leave in racials. Pull even the 2 points they have on none racial targets and make it one race only.
This forces those ships that pack a few multis to either guess their target or use something else, and leaves the pro jammer ships in the same state, just without the multi backups. As long as you don't go static, even that should be more then tolerable. Very suddenly reducers and tracking disrupters will be more useful, and jamming less of a blind luck win button.
Just my two cents. Constructive posts might be responded too, flames, meh.

Removing multispectrals is a very bad idea. If all you have are racials (especially pure racials like you want), you turn ECM into nothing more than a gamble with fitting. If you guess right with fitting, you win with no effort. If you guess wrong, you've completely wasted your slots and die.
The current racial/multi balance is just fine. Racials provide a considerable edge if you have the chance (and invest the effort) to plan your fight, while multis provide less effective but more broadly useful alternative for when you can't plan your fight in advance.

Thats the point :) ECM spec ships CAN have all four. Non ECM ships can't pull it off without a massive sacrifice.

You'd have to significantly increase the power of racial ECM then. Even a recon ship would find it impossible to consistently jam an opponent if they tried to fit a mix of types. So to have any real chance of filling their role, they'd be limited to targeting one race and praying they don't get ambushed by the wrong one.

Although I agree with your idea, it did all but deserve its own new thread #4 on ECM only for monday...you even have a bloody sticky now!

There are plenty of good suggestions on how to change ECM, and they DO really fly (except for those twisted people that actually like the current fun-killer system) in the ECM sticky. This is just another bandaid that will solve nothing.

I havent read the main one yet, before anyone asks. I'll get round to it. I'm still worn out from reading through the "Amarr" thread.
Anyway... I think this is a pretty good idea. On the contrary to what you have written, I think if you increased the power of racials it would stop those ships that just use 1 or 2 multis, and barely change the dedicated ECM boats.
And I say this as a multis fan...
