... There's plenty of 'docking agents' which will give you work if your faction with their empire is at 2.0 or better. (you can improve this rating by shooting the rats) Quite a few of them reside in 0.4 and lower security systems... just browse the agent lists of the NPC corporations, and you're likely to find some possible employers.

Personally, I think agent missions are the fairest idea of distributing rare items/bps I have heard so far.
And no, I don't have a level 3 agent yet.
But CCP dev's have been quoted that they want to do the distrubtion "in a number of ways", not just agents.

There are plenty of agents that accept clients at docking in non-empire space. All you have to do is find them. It may take a while for you to find a corp that you have a +2.0 rating with, what with you being a pirate and all, but perceviere and you shall be rewarded. |

There is quite actually not one shred of evidence that these BP's are really in the game right now.
There is one story about it, with no collaberation, then utter silence. The story was unaccurate to when the corp would be coming out with who they are, who's to say they aren't wrong with the rest of the story?
(Unless they already did, and I have no clue...)

uh, Scrapyard Jack has an agent with True Power who only ever gives missions in 0.0 space.
Get a different agent?
