Ive been recruiting for my own corporation and as most recruiters know its a HARD job.
In the real world they have these recruitment and employment agencies for employees and employers etc. IF someone finds me the right pilots for my organization I would certainly pay a certain amount of isk to the 3rd party recruiter...
I had been looking for pilots and referring the ones that were not a fit for us to other corps and alliances that I know.
As far as I can tell, there are no recruiting agents in Eve. If a recruiter would be willing to refer a pilot to us, walk them through the API process without me having to do it, and lets say they find me a pilot skilled over 20 mil SP with a good attitude, mic, and fairly clean API; yeh i might be willing to pay something like 30 million isk.
IF said recruiter found us a lower skilled or noobish pilot, meh Id pay 5 to 15 mil per head.
I dont have time to setup such a service myself, but people REALLY should! Why Have I not heard of such a service in Eve? We have red frog freight, we have locates are us, where are the headhunters?

Players have done this in the past but generally it ended with one of the two sides getting scammed/robbed/sabotaged.

a recruting agent can use a created toon or bought toon (if he has time) and infiltrate and steal over and over again unless...such agent developes a good rep on the level of Red Frog or Chribba etc... |

We actually had the very same idea quite a while back, and I still think it's great.
It was more planned like a matchmaking agency, where both players looking for a corp and CEOs looking for new players would fill out questionnaires and you would try to find the right corp for the right player and vice versa.
The plan was to have this service for free for both pilots and corps.
The business model was slightly akin to facebook or google..your real profit would have been an ever growing database, with high class Intel that could be sold to anyone willing to pay the price.
When we realized how much time and effort that project would have required, we all bailed out- it would have been a full time job to get all that organized.
I'd like to apologize for the poor quality of the post above and sincerely hope you didn't waste your time reading it.

It might...but everything in this damn game takes time! You could simply have 10 clients (corps) who pay on varying scale according to your services, and then ...follow up with all potential recruits to see if they made it into their corp. Take an initial deposit for services, and then take the rest when recruit is recruited.
Let me be clear this is a totally player-run content idea like Red Frog Freight or any number of for-hire organizations in eve. |

If anyone is to establish a service, they need to set up a way to demonstrate that they are trustworthy (see example from Chribba). Edit: Not doing this means some yahoo is going to load your corp up with their alts or awoxers or both.
If someone wanted to do it, they would have.. so either it's not lucrative enough, or no one cares. I'm not putting you down, OP.. I'm trying to say that everything in EVE is a supply-demand based market, including meta services like the kind you describe.
I think you need to realize that this kind of work isn't going to be done for 5 to 15 mil per head. It is too low. The cost of *screening* a specific someone alone is way more than that.. so headhunting has to cost extra.

There are some resources for coding such apps to do exactly that; have been talking to a friend to use that data for another project but could be applied to recruitment easily. Could code some parameters like "if donations = > 500000000" among other parameters then Flag=yes" or cross reference with known awoxer or corp thieves list if you have one in a mysql database; a query against such a database could flag right away. I should talk to my friend about coding this (as I dont have time to do it myself).
