There's a corp operation in Providence, called "TORPS CORP". All of them fly ravens with a cloaking device and 5 wcs (had 5 points on one of them, he warped, next time i'll fit 3x7.5km on my stiletto instead of 2x7.5 and 1x20).
They almost instantaneously warp to a safe and cloak there. They are total nubs, with no idea of anything pretty much. I am suspecting the accounts are used by a chinese farmer cafe, because they are 24/7 logged on and farming.
I hope i gave you a perfect example of total noobs making lots of isk in 0.0.
P.S. no offence to the chinese here, they might as well be korean or w/e, their names are asian, and their corp description too, so i can't tell which one it is. It's just "chinese farmers" were very known in Lineage 2. I am sorry if i offended any chinese people, it is not my intention.

Yes, the stabbed ravens, cerbs, and other ships also have something to do with it, but it pretty much comes down to the fact that people have come up with setups on certain ships (more particularly, shield tanking ships) that do not significantly disadvantage them. It's the "fight and run" that has become so prevalent that had initiated this nerf. Overall, I don't think the penalties (increased sig radius and decreased lock speed, if I remember right) do not greatly disadvantage NPCers or haulers. I'm sure somebody will correct me if I'm wrong, though.
First of all, vagabonds are not the issue. You don't need wcs on a vagabond to be effective, you nearly instapop tacklers, and if you have nanofibers in lows instead of stabs, you are more agile. Only a stupid vagabond approaches into web range (due to barrage ammo). Also with nanos you are very fast, even without a snake set, you start to outrun inties. Yes, dumb pilots would get caught in the vaga, but smart pilots wouldn't.
Second, the penalty is terrible for a hauler, it's sig radius gets increased, it doesn't have much of a tank or anything, which means it's even easier to get a lock on him (faster) and 1-volley him in a battleship. This change would ridiculously disadvantage haulers. A vagabond could still fit 1 stab and not care too much, or f.e. 2 stabs and 2 signal amps... whatever works.
