People dont pay ransoms alot because of a few pirates that dont honor ransoms. Another reason they dont pay is that the pirates dont get alot of money, I guess they figure "if I cant hurt them with guns, I'll hurt them with money".

Start off by flying cheap T1 Frigs and/or Cruisers. That way you can learn the trade, and with some work on shopping / producing, you wont loose much if you get killed. After a while you get enough experience so that the only time you loose a ship is when you willingly take a risk. That might be a good time to start using more expensive stuff.

I'm a young pilot in a Stabber. Ship and modules costs me about 6 mil at most. You come and destroy it, my most valuable possesion....and then you ransom my pod? The price of a new clone is a drop in the bucket compared to a cruiser and fittings. Why would I throw more money at you after you made me lose a few millions? I only have the newbie tutorial implant, that's nowhere near worth as much as my ship.
To sum up: Young players care more about their ship than their pod. If you're so desperate for easy pickings, think things all the way through.

Practice makes perfect. But if you only fly fully insured t1 ships you should be able to make a profit. A thorax is the perfect ship for a new pirate...fully insurable, and decent with a T1 fitting.
EDIT: Another very important thing is this: don't fight the people that come to kill you. I'll explain: you go to system A and kill some random miner in a belt. Then while searching belts you see local go up by a few pilots and you see people on scanner that are in ships which are clearly intended for PvP. This is a sign that you should leave ASAP. Anybody can kill you if they know exactly what you are in and fit to counter it. That is a very important thing to remember. So the key is to keep moving. Never linger in one place too long...never stop moving, and always seek out the soft targets (indy's, miners, npc'ers). If you stick to that, you should make money.

I may be posting in a dead topic, but as a starter pirate you have to have determination and motivation. I started pirating hardcore about 1 week ago, so far i have lost:
x2 Thorax's x1 Enyo's x2 Catalyst's
I've killed x2 Caracals with a buddy of mine and had a few close escapes on some Interceptors/AF's while i flew Catalyst and a buddy of mine in a jamming Merlin at EC gate, great fun haha.
