Do I need 2 mega packs to play a 2 vs. 2 match or is a single one enough?
How do you use a mega pack for a 1on1? Do you just mix the cards from the 24 booster packs and everybody gets their share?
If I buy both mega packs will I mostly have the same card two or three times?

Ill try and answer these for you:
One megapack may be enough as there is more than one starbase and multiple regions in the packs, so you could make two more decks out of the booster boxes I would imagine. However, your card pool would be really limited and there's no guarantee you'd get enough to make 4 working decks total.
Personally if you're intending to 2v2, I'd buy both packs.

The Megapack has the starter kit and one box of booster packs. To play 1v1 all you need is the starter kit, as that has 2 decks, pre built (meaning the decks in there are the same for each starter kit). The booster packs are used to expand your play deck (or completely build a deck from scratch if you have all needed cards to make it playable).
From the number of cards I'd say it is entirely possible to build 2 more decks from the cards in the boosters, so one Megapack *can* be good for a 2v2 (as the booster cards are randomized, the playability of those decks would be another issue depending on which cards you get).
Having most of the cards more than once lies in the nature of the game (you can have up to 4 of the same card in your deck), and with the common cards you'll most likely end up with way more than you need.
