ps I do not use this ship against anything which deals Exp damage.Angels Grrrrrr!

I approve of this setup. 
You can use a Large Cap Battery II instead of best named. Plus, armor amount rigs will help.
It's a fully sustainable setup with AB and both reps running constantly (you don't even need the nos).

The problem with large cap batts is cpu, even the best named one uses 60 cpu which nerfs enough to make fitting high slots/low slots v difficult. I'd rather use 4 cap recharger II and a CCC so as not to sacrifice fitting. This setup has neutral cap without the highslots running:

I don't think a drone link is needed, you get 65km with lvl4 Heavy assault skill. Obviously swap out the active hardners depending on the mission.
Unfortunately I don't think there's alot the ishtar can do better in missions than a myrmidon can do much cheaper. The myrm's higher hp/cap more low slots and repair bonus surpass the ishtars higher resists imo.

Actually yes, and that is what I do. Fielding 3 LSE2, 5 SPRs and Rigs with decent skills wield a whooping 200 Shield Regen which is enough even when tanking EM/Therm Rats. Against Kin/Therm Rats, this is basically overkill as you get easily 85% in both resistances, then you can even go with less shield regen.

Realize that by passive tanking the Ishtar you are handicapping one of her most useful attributes. Sig Radius.
You'll be fitting a nicer tank, but you'll also be taking quite a bit more damage than a normal HAC.

This is just a dream though... and about 20 mil SP away :( /cry

I have been thinking to drop the cap rig add an armor repair amount right and see how that would go, in effect freeing up a low slot for another armor booster.
What do you guys think?

57km (max is 60 afaik) drone range from skills has always been enough for me, so dump the augmentor, never liked the omnidirectional either. ps. it shouldn't be a problem to train 2 skills for a hac pilot, to save a slot or too ps2. btw npc BS orbit range doesn't matter for a cruiser with AB
ps3. take my suggestion's with a grain of salt, i usually fly a domi ;)

as for passive shield tanking, it will be 2-3 times stronger then armor tanking and the sig radius will be higher but it will still be half that of a BS or passive tank drake.
with 2xfield purger I rigs , 3xLSEII , 5xbeta SPR's and 2xDG inv fields i get 891 omni defence in EFT and an amazing 1931 vs guristas, with a sig radius of 252 with shield rigging skill at lvl 3.
thats quite a tank.
if u dont mind putting shield regen rigs on ur ishtar, and u dont care about AB and manuvering, and just wanna be a turtle shell like the drake, then by all means go passive shield tanking.

lows, 2 MARII and 3 mission specific hardeners II mids, 1 ABII and 4 Cap Recharger II high, whatever you want to fit. rails for damage at range, or blasters to finish heavy rats/stations faster, just as long as you have at least one turret to get aggro, rest is all your play style. rigs, 2 ccc's
with skills at 4 and/or 5, this setup runs the tank and afterburner indefinitely.
I put in a pair of explosive hardeners and a thermal hardener, got some 3% armor implants, did some decent driving, and soloed the AE bonus room in it.

this my fitting for my ishtar, can solo all lv4¦s cept for worlds collide(second stage)
highs.
3x 250mm compressed (working on getting gal faction) 1 drone link agumentor (would like to but not enough cpu yet) 1 salvager (rarly used but fitted cause i hate empty slots)
MED.
1 f90 sensor booster (so i can tell the sentrys to hit at 94km) 1 drone tracing range link (so the drones can HIT at 94km) 3 true sansha cap rechagers
low. 1 corpum a type med rep (worth every penny) 1 true sansha cap relay (only need eng mang 5 to lose this and still perma run) 3 faction/t2 energised amour plating (rat specific, note only use a hardner on angel)
rigs
nano acc and pump.
i use racical drone types one every mission fitting 5 of each size ( light,med,heavy and sentry) sentry drones are great for shotting down the long pulls, especially kin and explosive, tho the others still hit out to 50km, i do not have t2 sentrys and only t2 besrkers at them mo.
my amour rep gives 554 rep every 7.42 secs (2 implants 3% ones) which means i very very seldom have to warp out and thats only on angel missions. but as notted i still cant manaage second stage of worlds collide (but only had it 2 times)
have fun with it if you can afford it, its very cpu tight so t2 in most places is a big nono.

Now the best place to save on CPU is in the lows 2x Shadow Serp MAR (40-50 mil each, or 2x True Sansha MAR for 100mil each) 1x Shadow/TS/Navy EXP Hardy (10-20 mil) 1x Shadow/TS/Navy Therm Hardy (10-20 mil) 1x TS/Ammar Navy EANM (22.5% resists for about 40 mil)
My thoughts are if you fit a Damage control the added bonus to shield/hull resist isnt gonna help if you trying to armor tank, you might as well use a EANM which give better resists for armor tankers (Damage Control ->15%, EANM -> 22%).
Damage Controls are very good for PvP, but not PvE. _________________________

I tried out a setup very similar to this passive shield tank tonight. Although I used 3 LSE2's instead of 4. Also my drone skills aren't 100% done and I only have the HAC skill to 3 so far...

*= I only online the salvaging modules for when I'm on a storyline mission or otherwise far away from home base so I can salvage during or after the mission if there isn't too much to salvage, without having to trek all the way back and forth to get my salvaging ship.
I was getting 11,601 total shield HP with a recharge of about 190 hp per second (per the passive shield tanking formula). It did pretty well once I relaxed and realized the tank was going to hold out. It's very hard to get all the aggro though without some sort of weapon, but CPU is really tight and I like my drone modules. I figure if the drones are my only real form of DPS then I had better make them as good as possible. I did about six missions tonight and never ran into any trouble. My shield never went below 2/3... It's kind of boring though, just sitting there turtling, and with no AB or MWD you fly really slow.

So I've turned it into a shield tank. This gives near 9000HP shield and shield percentages up between 70%-90%. Have 4 X Power Diagnostic System II on low slots so shield recharge quick enough any way. Even though higher damage per hit comes through your shield, the shield has more than 3 times the HP.

Been fine with that in many lvl 4 missions. I've got about 1 mill sp in gunnery and 4 mill in drones.. so if u lack in gunnery skills like me, try that..
Im using 312/256 cpu and 808/875 powergrid and there are still 3 hi slots left (yea, tried guns but id rather fit drone link augmentors or another t2 small nos.. i didnt really need it yet though)

I used to use this for Lvl 4's until I saw the EOS which could do the same thing but better until it got nerfed so hard, then I moved onto the Kronos as I had finished Large T2 Rails. The only issue with this is its a bit slow, relying solely on drones for damage, which can be a pain if there are nasty trigger spawns.
Its a full T2 fit with perma tank, which needs good skills to run, but is worth training for. Most of it is obvious and the Armour resists make it virtually an omni tank for any mission. The only mission I lost this on was when I ran Recon 1,2 & 3 AFK and came back to a pod on Part 3

Right, the original post is pretty old now so I'll post my fit with faction gear.
Highs: 3x Dual 150mm Rails
Meds: 1x Domination 10mn Afterburner 1x Large Capacitor Battery II 3x Cap Recharger II
Lows: 2x Dark Blood MAR 3x Active Hardeners / Dark Blood EANM
Rigs: 1x Auxiliary Nano Pump 1x Capacitor Control Circuit
At least one of the 3 hardeners needs to be faction because CPU is so tight. I sacrificed using bigger guns and filling my last two high slots so that I could get the cap battery on, it makes a much bigger difference to my recharge rate than a cap recharger does. I use tech II drones for whatever damage type is needed. EFT says I deal 505 DPS and when Drone Interfacing V finishes in a few days that should be a shade over 550. As for the tank... I worked it out at about 1250 DPS for kin/therm which is the most common for me. It gets a bit harder when Explosive damage is involved hence I fitted the armor rig even though it is overkill for most missions I do.

I've run three fits thus far. I've had a great deal of success with two of them, so I'll post my first armor and my shield.
Armor: Medium Armor Rep II 3x Rat Specific Hardeners 1600mm RT plate
10mn AB II 3x Cap Recharger II 1x Drone Navi Comp
w/e in highs, at least one gun
CCC rig Aux Nano Pump
You don't NEED the rigs, but they help. Specifically, the CCC rig allows you to drop the Cap Recharger and add the drone mod. With this you draw aggression then orbit a fixed point at 10-20 km to reduce incoming DPS. The plate's there if you get webbed. I've used it in everything - even WC 2nd room both sides - and only had to warp out in the AE bonus room.
Shield: 5x Shield Power Relay II
4x Large Shield Extender II 1x Hardener II (With perfect shield skills - and I mean L5 everything - using a passive amp in place of extender helps more ...)
3x 150mm Railgun II
3x Core Defence Field Purgers
Throw in cheap hardwirings for fun ^^
This is my AFK mission BBQ boat. With it, I can take about 840 Angel DPS, 1300 Serpentis DPS (woot), and nearly 2000 Guristas DPS (I like big numbers). The guns aren't needed that much, and since you can permatank nearly anything, you can just draw room aggro, release your drones, and come back from homework to a nice, empty room ... (T2 heavies and drone int V help in that regard)
I'm plugging away on a sentrydrone setup at the moment that supports both permatanking and 2x drone omni mods ... getting the Meditation reppers from COSMOS helps a great deal for that one!

can run reps+ab forever, with 4/5(rech/amount) skills in capacitor possible to use tractor+salvagers "on the fly" hardeners can be swapped to npc-specific. without fatcion stuff can't be fitted due lack of cpu, maybe possible with cpu implant. primary tactic is: you can rat everywhere, you don't need to set up any towers, coz you have cloak to hide from enemies, loot only meta4/faction/officer items, salvage all.
possible improvements: install better armorreps(meditation or better), maybe better hardeners, but with current setup it tanks best resps in angel space(3x serafim + hacs), so i can't see reason to improve it

ishtar has small signature and good native armor resists, also it has good speed with AB.
it has perfect cap recharge time if you fit at least medium cap battery. cap is enough to run 2 reppers non-stop in that case
but armor amount is not so good so we have to fit some plate
med: AB, med cap battery low: 2 reppers + 800 plate
that is the core of mission-ishtar. Fit any other modules according to your skills and wishes but modules described above is a must.

Only worth using the Ishtar for Guristas/Serpentis missions. For all other missions use a domi with T2 sentries, it'll be quicker and much less painful. This tanks 1450 DPS (Kin/Therm). It's what I use for breezing through Lvl 4 Guri/Serp missions.
Everything perma runs except the tractor/salvagers.
