You could look at that image from 2 viewpoints really...but I think you refer to the feeling of 'noobness' noobs have.
Hate to burst your bubble but...not really.
Then again, I might feel like the cat when I venture out.

OMG, i hope this will not turn into another silly flamewar !
It was just a funny pic i found and i thought it could symbolize the way a new player feels when he enters Eve, with all the regional aliances, pirates, thievs, and many other shady characters.
BTW, the direct link doesnt seem to work, however pasting the adress into browser does. Strange.

Your provider is checking what URL the broswser has visited before and he is not sending any data unless one is coming within the domain of your provider or an empty page.
