what are blasters and blaster boats?

Blasters are hybrid turrets. Blaster boats are ships with lots of blasters.

Blasters are hybrid guns, used by Caldari and Gallente ships. Like all guntypes there's longrange turrets (Rails in this case) and shortrange ones (blasters).
Blasterboats in general have fast tracking, (very) shortrange weapons fitted and will come up close to their enemy attacking them under their guns where they can't hit him for much. It's a fast in, dazzle them with your footwork and GTFO tactic.
VERY viable.

Check the tracking guide, you'll find out that long range guns (rails, for exemple) are very ineffective at low range... So a blasterboat runs for contact where its opponent long range turrets can't hit him and then shoot his load... and it usually hurts. A lot.
Beware of missile boats though.

If railguns are rifles, then blasters are shotguns, so you would use them as you'd expect.
Do some fancy maneuvering to get close without being hit by the long range gunner, then unload everything you have onto their face (oo er missus)
