Could you tell me how to fit a cormorant destroyer to do lvl 1 and lvl 2 Missions.
Could you please also tell me what other skills i newould need to learn to equipp it fully (shield, engineering/navigation skill) ? I have following stats :

High Slots: 7x 75mm Railgun 1x Rocket Launcher
Medium Slots: 1x 1MN Afterburner 2x Shield Hardener (EM & Thermal or rat-specific) 1x Medium Shield Booster
Low Slot: 1x Damage Control
If you have powergrid spare, you can try a mix of 125mm and 75mm in the Highs, choose your ammo so the optimal range of both is roughly the same. If you find the Medium Shield Booster overkill, fit a small one and invest the then freed powergrid in even more 125mm rails 
As for your skills, I'd say get Small Hybrid Turret to 4, then stuff like Sharpshooter, Rapid Fire and Motion prediction to at least level 3. Destroyer Skill also to at least 2 or 3. Then you should blow through all level 1 with ease. Level 2 missions can be a tough nut for a destroyer tho, if you come against cruisers or the enemy frigs swarm you too fast, you're generally toast as wet paper towels out-tank the Cormorant.

My advice to you would be to by a kestrel and train light missiles. With missiles you need less skill to do damage. If you insist on using the destroyer my suggestion would be to fit HI: 4 lowest cpu mining lasers you can find
LOW: CPU to help you fit the lasers
Rest is what ever you can fit but it wont be much due to lack of cpu.
And go mine in a remote 1.0 or .9 where you can awoid oretiefs until you can afford a Caracal.
Skills to train: Light missiles Your learning skills Shield operation Shield Management Shield Upgrades Energy Management Energy systems Operation? (may remember wrong name) Rapid Launch Missile Bombardment Caldari Cruiser
There are more skills out there but start with those and learn about them and the mods you can use that most profit the way you want to play.
For a combat fitting I'd suggest you to first use shield "resist" amplifiers rather than hardeners. They require less skills and dont use your capacitor which you will need for shiledboosting.
