Hopefully I'm not too late answering 
I like the idea, I had the same idea last night, not based on own experience but in general when reading the forums and hearing talks ingame.
In this thead there is a suggestion of YES/NO option when someone attacks you in high security systems (over 0.4). Why this is a good thing? Well imagine this:
"You fly a heavy slow moving indy through a 0.7 security system, you prepare to jump...moving veeeryyy slowly. You are carrying blueprints, several tons of zydrine, inside cargo cans to avoind cargo scanning, and some other rare modules. Next system is 1.0, so you think you are safe as there are 4 Caldari Navy vessels roaming near the gate, one them is flying a mighty Navy battleship.
Soooo, you move towards the gate.... when... suddenly a ship appears behind the indy. Your scanner tries to scan the ship to identify it. Beep, scan done... buggers, it's a Guristas Terrorist!
Blaster hit on rear shields. Ooo, the ship is firing at me! Help! Someone! I have only mining laser, don't kill me! Oh...it's a drone operated ship, no human inside. How to handle this, no reasoning can be done to it.
Luckily there is Navy ships near, no fear, they'll recue me soon. Waiting...nothing happens, pirate ship still shoots at me. Navy ships circle around the gate, maybe theyare on a quafe break. What is happening, why they aren't defending me. I yell help in local frequency, no one reacts. I start to..... buuuuuuummmm!!!
I wake up in an escape pod, what happened...then I see the trails of incoming heavy missiles, oh that happened. Start the pods drive and move away from those missiles still flying towards the wreckage of indy.
Navy vessels still circling around...no reactions. That's it, I don't ever contribute to Navy's ball and never ever go to their action shop to buy impounded stuff. "
Uups A bit long story (bored at work ) The Police ships don't react to npc pirate attacks, only human ones, right?
So what is needed here to ask the Navy, Police and other faction ships howering near for help. They don't offer help automatically but you can ask it. The catch could be that the Navy or Police or faction will ask some ISK's to help (not doing it for free ) and you don't get the bounty from the kill or any security increases if they are involved in killing the npc pirates. The pay could be something between 3k to 10k depending on the size of the biggest pirate ship or it's threat level.
The automatic question could be distracting, so you should be able to ask it only yourself, well that can be also distracting but it can be bind to hotkey or something.
