I'm not exactly new to the game, but I'm about to move into a new level of play, and I could use some advice. I need to put together a ship that can escort non-combat vessels, protecting them primarily from player pirates and secondarily from NPC pirates.
My first instinct was to get a large, rugged ship, since I don't want to rely on speed (thereby abandoning the vulnerable cargo ships). And since it's my understanding most pirates use assault cruisers and smaller, I would equip it with lots of drones and fast-tracking guns. Maybe even guns that are undersized. But just because it sounds good on paper doesn't mean it will play out well in the game.
I would really appreciate any tips you guys could offer. I realize this is not something I can accomplish tomorrow, per se. I'm just trying to figure out what my goal should be, assuming my cash and skills were all in good order.

Just jam up anything that tries to lock down whatever you're escorting.

If what you want to do is protect yourself from pirates/gatecamps in lowsec, your best bet is really a covops frig to scout ahead for your hauler. Any sort of combat ship like a HAC or BS would just attract attention, or end up getting killed by a large gatecamp.
Avoiding gatecamps is the best way of dealing with them.

If you are looking at long term (IE a month or three) then the falcon is farging excellent. It can scout, and also fall back to ECM the living crap out of anything that happens to get on top of you. Not a trivial thing to train for, however.

I was going to suggest the rook, but yeah, seeing as how the falcon can cloak too, awesome choice. If the training is too much, use a scorp or a blackbird, or as someone said, a cov ops, instead. I have a pair of friends in the corp that are already working toward cloaking and electronic warfare skills, so it sounds like we're on the right path to good escorting (even if it's not my ship that's doing it). Since I'm working on the skills toward heavier warships, are there any tips I should know when designing the ship to handle NPC pirates or lone opportunists that slip through the scouts? Will any decent, offensive battleship spec work or is there something in particular I should build for? Is my best bet just to take a Scorpion and keep the electronic warfare theme going? Or can I still make good headway in a gunship?

For npcs on gates in a BS make sure you fit stuff in your high slots basically.
For pvp... lets say if a lone BS is your only damage dealer it would have to be able to tank and do good DPS and hit short as well as long range and perhaps have room for an ECCM or a 20km so you actually kill something too. Also it should be able to damage tacklers as well as damage dealers and even try to scare away a sniper in the short time your cargo ships can stay cloaked.
Id say an acceptable solution is a Raven with tech II siege launcher (with javs in cargo) 1 sensor booster 1 ECCM some tank some dmg mods some tech II med drones and some tech II light drones...
Of course you ll still need your cov ops or reckon scout but you will be able to negotiate manageable blockades.

for small time stuff, an escort of 2-3 destroyers, 2-3 caracals, and a blackbird work wonders. also, make sure your haulers have a cloaking device and can use it. It is an excelent distractor as it usually makes a gatecamp fragment, half rushing the haulers, half shooting at the escort ect....
This uually WON't work against a fleet with more than 1 Battleship though, so a scout is always advisable.

Actually there is no real protection for any cargo ship. There is nothing you can do against a bunch of snipers sitting 200+ KM away ready to snipe out your valuables.
Not in empire and not in 0.0, but you can go in and clear out the area first in 0.0 (empire, you gotta wait for them to fire first).
Also those pirates in HACs and AFs will prey on weak targets like miners and NPCers, any escort will keep them away really, just bring big guns!
