Anyways, webbers for interceptors are the smallest problem of all - it's the ships that are not at the top of the speed pile that have alot more issues with this. Constantly being webbed to 1% max velocity makes manuevering for any reason pointless, as well as making ganking alot easier.
The entire counter to that right now rests in the fact that deacceleration isn't instant, so at least the target has a reasonable chance of MWDing back to the gate. That's not a huge consolidation though for all the potential depth mass-webbing takes out of combat. Propulsion modules, particularly afterburners and 10/100MN MWDs being underpowered/overpenalized doesn't help either.
90% webbers have really ceased to be a game-balance necessity ever since dual speedmods have gone the way of the dodo, and for the same goes for webberstacking. These are modules and mechanics countering an imbalance that doesn't exist anymore, or infact has been overnerfed a bit.
To be honest, 80 - 85% max strength webbers with mass-based penaltys (ie, potent penaltys for trying to web cruisers or larger) would be plenty. And stacking penalization.

Actually, the main deterrant for Amarr in close quarters PvP is the lack of mid slots.
Gallente make up for this by actually having to be under the opponent's chin, so they have to make up fittings to solve it.
But still, Amarr have, generally speaking, fewer mid slots than even Gallente. Dark skies torn apart Heavens open before me I, the light of death |

Just give the zealot a little drone bay and include the smaller versions of the webby drones.

Actually no, it would only really effect autocannon users. Blasters have to ram themselves into the enemy to fight regardless, and if the blaster ship lands 10km or under away then its a slight boost to the blasters as you get less % webbed on approach.
The problem would be in those fights where you are trying to keep range on a target. Try dancing just outside of web range with AC's when theres a 20km webber.
Actually yes, cos you never land at 10km but have to approach using mwd, which is not gonna happen if you are webbed at 20km.

Give ships the ability to fit 20k webs cheaply and you might as well erase all blaster ships and blasters.....
