What is it?
A large mining platform deployed in 0.0 space to perform automated mining and temporary storing.
Why do we need such a thing?
In order to fully populate and make empires in 0.0 alliances/corporations need mining help. Some of the things able to build today requires insane amount of minerals and low ends in particular which few, if any, wants to mine in 0.0.
How does it work?
This thing is huge so it needs to be packed in a Freighter. The freighter pilot deploys the mining arrays/platform and a set periode of time before it is functional must pass(until next downtime, an hour, 24 hours - feel free to discuss) A person(called hereafter Activator) with the neccessary skills and role activates the array/platform. It automatically searches for asteroids of a particular kind (what ores it can mine can be determined by the skills of the Activator, or game mechanics allows only low ends - feel free to discuss. What range it can mine from is determined by what kind of crystals in mining laser(special lasers and crystals apply for this thing) and maybe also by skills of Activator)
I have played around with some attributes for this mining monster. It could have very weak shield/armor and needs to be protected by the corp/alliance from NPC's(and of course hostiles!) while in operation. For it to be of any interest it then needs loads of mining lasers or the lasers need to be ultra effective. Ten times as much ore pr time unit as a Hulk is just one example - feel free to discuss. Alternatively it can have strong shield/armor and be able to sustain fire from NPC's and just like a POS it needs loads of battleships or dreadnaughts to be taken out(I imagine weaker than a large POS - feel free to discuss) This way it doesn't need to mine insane amounts in short time, but still add a significant amount of ore to the corporation/alliance stock.
Whatever design implemented it needs to be "emptied, by hauler and/or freighters. Maybe just freighters? Or some kind of special ship that can dock and retrieve the ore inside and bring it to a POS or station for refining. Maybe it can refine itself, but in poor quality?
This thing needs to be expensive to build of course.
I am sure there are tons of tweaks that can be discussed about this thing - feel free to rip it apart but keep the idea: it's an automated mining machine
What negative impacts will it have on the game?
Any feedback is welcomed other than personal flames 
PS. Forgive me if this has been discussed before(I would be surprised if something similar has not been, but I am not a regular here)

So basically the BIG alliances (the only people who'll be able to defend this sort of thing) can deploy 20 in system and roll in ISK?

Sounds like "Macro-Mining For Low Sec Space"
I'm all for adding new options to industry, but I'm not wild about a low sec miner that can chip Bistot or whatever all day long at the same time the owner can grind rats/missions/complexes and effectively get both ends of the equation covered.
No one is going to mine junk ore when high value ore is right next to it, especially when they can just sell what they don't need and cover the cost of the cheap minerals several times over. Add to that, not having to actually sit and mine it yourself and allowing the "activator" to go off and do other things potentially making a good bit of money (at least value there in) off of loot, it looks an awful lot like letting such a person have their cake and eat it too just for being in low sec.

It's meant to help in building an empire, and empires doesn't consist of a 10 man corp. On the other hand, what prohibits a small corporation surrounded by friends from deploying one?
How about some sort of link between the minig platform and a POS, allowing only 1 pr POS, or 2 POS' per mining platform, or etc etc. There are tons of things that can be implemented to balance this. What if the minerals from this gets some sort of "stamp" making it useless in empire-factories to prevent alliances/corp from mining trillions and sell it on the open market in empire. What if it puts macroers out of business!!

A half-dozen hulks can strip the crap out of a system in very short order, though. Having to wait all day to anchor a huge, expensive thing is unnecessary when just having elite miners in your alliance and offering isk for ore at your outpost gets you all the ore in the constellation on a daily basis.

The fact the local pirates will kill it.
And no, making "0.0 only minerals" is quite ridiculous. Magic faeries which physically stand in thw way if you try and use it in an identical factory in a 0.5, 2 jumps from a 0.0 one where it CAN be used..

I'm just making points to get your brain spinoff from it(didn't say good points )
Few in 0.0 are mining low ends since the profitables are there just besides them ready to be reaped.Hauling low ends from empire to 0.0 is tedious. You still need the damn thing. Getting the cycle mining -> manufactoring -> using -> destroying entirely in 0.0 "ain't happening" today. 1, out of many reasons is no/little low end mining in 0.0.
How about you suggest how to solve it?

Having half dozen hulks scrapping veldspar needs half dozen people who wuld like to do this :) In hulks? In deep space? Veldspar?

If you want player alliances to develop on par with the NPC alliances, then what about letting the alliance create high sec systems within their own territory? Say if you hold sov over a system for X number of weeks and build an outpost there you can petition CONCORD to make it 0.5 status. Then invite in a lot of neutrals and newer players to mine veld and sell the tritanium at your outpost.
On a side note, I do like the mining platform idea also, but for different reasons. See this other thread for a related idea posted recently...

How about if the presence of an outpost nerfs the rat spawns enough that it's possible for weaker players to mine effectively there? Adjacent systems without ouposts would still spawn the money-generating NPCs, but new recruits in Ospreys could mine in 0.0 and sell the minerals to the outpost's owner for dough.
Concord is unnecessary and, I suspect, unwelcome, since it is so exploitable. Nothing like building an outpost in 0.0 and having ore thieves thumb their noses at you while Concord protects them on your turf.

I like this idea - one way to balance it would be that it's miners are highly specialised and can only mine the lowest forms of asteroid - veld, scord, pyrox etc.
The people who would deploy this type of array would be industrials, building ships etc who need vast quantities of low end minerals, so maybe allow one array per pos or maybe a trainable skill with say a max of 5 per corporation.
The array should be ignored by belt rats or even provided with a small array of weapons depending on the race - say one or two small guns.
It should only be allowed to be anchored in a system where the corp has a POS, and would need to be emptied on a regular basis maybe once or twice a day. That way it requires maintenance and isn't a "low sec macro miner".
At the end of the day if rogue drones can put things like this up then players should be able to.........

It's not just the NPCs you have to protect your carebear guests from, it's hostile players. Vigilant alliance patrols can do that I guess, but a lot of neutrals and newbies will shy away without the CONCORD stamp of approval.

If alliance does not have motivated enough miner division they are doing something wrong and should reconsider way they are performing their business. Macroplant doing their mining for them would not be good for the game, at least now if they are too lazy to get their own miners they pay new (and older too) highsec miners for their low end minerals.
As for making player empires NPC defended. NO! Point should be, that if alliance can't maintain control over some stretch of space they should not have it.
As for industrials not going to 0.0 due to lack of Concord guarantee... I don't think they care who gives them guarantee and most have some kind of combat section to deal with rats. Bigger problem are alliances who camp chokepoints to lay claim to huge pieces of territory and tend to refuse to let anyone in unless they bend over backwards to please the alliance.

I think it could work. Even small corps need large amounts of low end minerals to keep production running, and people like me who cant commit massive amounts of time to Eve need to feel like they are not just logging on to mine. But it should only be able to mine base minerals like veld and scord. Call it an AI level if you like, the onboard computer is basic and only capable of mining low ends. I would suggest different size platforms, to allow smaller corps access to their benefits. Obviously in high sec space the roids are smaller anyway so the platform woudnt need to be so large. As for security, its at the risk of the deployer, maybe some sort of cloaking device could be deployed to hide it from hostiles and rats, skill related to the Activator.

Underlined Part: That is what hulks are for i seen one tank a 3 BS spawn so no there is no need for any of this
