Why not give destroyers a little more life and add these as their speciality? Make them effective as local defence against missiles/drones/fighters but balance it out that building for example PD Battleship would be impractical. Destroyers would ...

They switch regions, but what kind of alliances switch? And they are NOT stopped by these defences for that matter. Big alliances are practically impossible to challenge in any way except by another huge alliance. Small ones can fight one another ...
