Can Mind Control destroy a news item on the Pile, or just a news item in play?
We had a situation where I tried to "counter" a news with Exiled From the Empire, another opponent played Mind Control on my Exiled From the Empire, thus saving the news I tried to "counter". Official ruling please.
And should Exiled From the Empire be able to counter Outer Regions while being played. I'm against that, but I want an Offical ruling on it. |

I don't believe anything can counter regions. The other I would need to sit down and look at.

the way I read Mind Control is that it can destroy a card on the pile.
e.g I pay Information at any cost. Before it resolves you may play a 'counter' news. You play Mind Control. Mind control resolves destroying Information at a Cost - before it resolves and I get to draw 2 cards.
This would make martial law make sense: (2) martial law cannot be destroyed or targeted. Target opponent cannot play news. (Duration 1) - this card is then the counter to mind control.

Mind Control destroys target news, right?
That would mean any news, pile or in play.
What I wonder, is if a card that removes a card from play, can be used to counter a counter.
I'd guess not, but tbh, questions like these are the reason I have martial law in my deck.

Mind Control can destroy a news card before it resolves. This means that the destroyed news goes straight to the scrapheap without doing anything.
The same goes for Exiled from the Empire. The destroyed card goes straight to the scrapheap without doing anything. This means that in your example, the original news is resolved because Exiled from the Empire destroyed the Mind Control before it resolved.
Outer Regions cannot be destroyed so targeting one with Exiled from the Empire doesn't really do anything.
Martial Law say "Target opponent cannot play news." News that are on the pile have already been played, so Martial Law cannot destroy News that are on the pile. You can play Martial Law, let the pile resolve, and then play another card or ability without having to worry about your opponent playing any News (like Mind Control and Exiled from the Empire).

You can play martial law at any time though, right?
My example would've been with me playing it at the start of my turn, so that my big plans could go through without anyone being able to stop me.
You can counter a counter's counter's counter's...etc, like in MTG though, right?

Uh, you just put your hand i the vipers nest there.
As the devils advocate I would have to say, that until a Outer Region has been succesfully played it very much counts as just a "card beeing played" which is a legal target.
To avoid this the rules should specify that Regions does not count as "cards" for the purpuses of play rules, which I think is the real intent here.
Besides a Region in the Scrapheap is just all kinds of mess isn't it.
As usual, not trying to say you aint right, just that I feel more clarification is needed to avaoid people playing it the wrong way, or getting into agruments about what is intended.

I would think the intention is that you cannot destroy outer regions, ever.
I do agree that there should be an official ruling though, since it could lead to discussions.
A reason why they cannot be targetted could be: Since they are not played from your hand but from the outer regions pile each player has, it's not actually a normal card, and should be considered as an outer region as soon as the game starts. (thus can't be destroyed.) _________________________________________________________

There are two types of card state rules:
1 - Until a card is played, it has no type and is just a card
2 - A card is still a card of whatever type it is, regardless of where it is at any given time
I believe Eve uses the second model, and hence, as the Outer Region is still a region at all points, you cannot destroy it.
