I was wondering whether doubling or even tripling the server reboot rate, from once a day to 2-3 times a day, would have noticeable effect on lowering prices of commander/officer modules and pirate set implants.
It seems like there should be this effect, because each server reset whipes clean all the asteroid belt spawns. When players visit belts after reboot, they have a chance to get a commander/officer spawn. Once all the belts have been checked, more people visiting belts would always get regular spawns, unless they invest a lot of time to kill those spawns.
Increase in supply should lead to decrease in prices, as demand stays constant.
This is just a theory, what is the actual case?
Personally, I wouldn't be 2 bil richer now if it wasn't for the server troubles during last 3 days.
I don't suggest more downtimes, I'm merely reflecting on current situation of server problems.

someone i know gets a shadow serp spawn every day, but i am lucky to get 1 a week

You want more downtimes? Please, just be happy being rich. 23/7 is really pretty bad already for a global MMORPG (it will hit during someone's prime time, so adding 2 or 3 more will just affect that many more regions prime time).

or eliminate a regions primetime period.

I wished the DT window moved from time to time.
At the moment its right bam in the middle of when us aussie players can play (9:00pm AEST). It would just be nice if it did move each quarter or even bi-yearly. 
Please CCP...please consider rolling the DT window from time to time.
