I think these changes will be good as a whole..
It will change up the way Null is played. Capitol movement will have more strategic value.. it will matter where you deploy them.
Smaller associations will be more willing to use their bigger toys, without having to feel under the constant threat of getting dropped at any moment (they still will, but they will feel safer)
3rd party involvement in Sov war will be less of a thing.. (except when it comes to Provi)
For instance what i can see as a result of this change Stainwagon will want/need to challenge HERO for Catch, which they are currently in a position where they could attack with capitols without too much timer fuss. Now it would come to a dissension for N3/PL to Commit capitols to help their preferred region owner secure their space, and risk opening up the North for attack from a capitol force of CFC.
It may give some renters the balls to form up a new alliance to try and claim Sov on from their overlords in hope that they would be too busy elsewhere or deem it not worth the effort.
The biggest thing that will come out of this really is that you will see less PL cap fleets dropping on random cruisers in low sec out of boredom. And you wont see the same cap fleet defend/attack two different sides of a region in the space of a hour.

EDIT: If you're interested, this is what we did with SOLAR. We hellcamped them in, and drove them out of the Eastern 1/2 of the map and after we dealt with them, then it was very easy to mopup other groups like RA or -A- .
See in the Halloween war attacking from multiple angles is what Stainwagon and CFC attempted..
Unfortunately with the current ability to move caps pretty much anywhere this tactic wasn't overly effective for us. |

Dotlan doesn't use any gates..
This will of course mean that scouts may need to be used and people will have to be more effective in defending their space from enemy roams/camps.
The main thing that will come out of this is that JF will be slightly more vunerable to attack in null as unless they want to spend a long time moving stuff and hugging stations they will be more exposed to getting shot at |
