A simple conclusion.
CCP doesn't want users to transport their cargoes to deeper and dangerous sites. and it will form a crucial barrier for small scaled dwellers at NPC null or low sec like Solitude or Aridia.
Isn't it bit against what CCP has spoken? |

What is the pupose of this design?
Wasn't CCP purpose to people live in deep 0.0? or just have changed CCP's mind and let them live high sec or low sec near by nulls only?
As CCP Grayscale told people have built T2 ships before JF existed, however the jump range of carrier was not like 5ly, And we didn't use frieghters to haul all of those materials through gates in 0.0.
