Is there any number of warp staibilizers that could be fitted to negate the effect of those nasty warp bubbles that seem to exist at every choke point to 0.0 If not, is there any other countermeasure (other than stay in high sec).

No.
Possible countermeasures are using a fast ship to leave the bubble's radius ASAP or using a scout.

Well, i'm not sure it's possible, but i've heard of interdiction spheres being dropped on same grid as a bubble causing both not to work. Not sure if that's what you mean about negating a warp bubble.

Nope. The best way to get out of a bubble is to hit your AB (I don't think you can use MWD IIRC) and fly out of it. The WCS is to let you get away from a ship trying to warp jam to keep you from warping off once you get out the bubble. Sig removed, lacks Eve-related content - Cortes |

You CAN MWD out. You can also avoid the problem or kill the enemy.

Wait, so you want to fit MORE WCS to avoid bubbles?
Honestly I would like to see Warp Core Stabs and Scramblers both removed from the game, giving Interdictors and bubbles more significant. There should be no way to avoid those other than removing them with force. If people want to run, let them. I do realize this is shooting myself in the foot since it frees some people up to fit more useful mods, but that is fine by me ;)

CCP has decided against deploying warp bubbles and interdictors in 0.4-0.1 space, so how would you scramble people there?

Warp bubbles and interdictor spheres have a +6 warp strength......so Fit 6 wcs and your fine!!!!:)

an alternative is to pop the bubbles, they arent that hard, but interdiction spheres cannot be locked, so fit a smartbomb.
Infact just take a BS full of stabs and smartbombs wherever you go 
then if you run into a bubble just turn em all on and hope you pop it, or at least cause some damage before you go down 
another travelling tip, put everything valuable into secure cans, not only do they increase your cargo capacity but if you do die the blighter who popped you doesnt get all your nice faction loot 
and if your really lucky you can pursuade them to buy the password off you and just give them a fake one  ____________________
