Pulses (on apoc) work best against Sansha's and other close rangers:

Range setup for the apoc:
6x tachyon beam
2x medium beam (frigate guns for interceptors... I use t2 tho)

1x medium armor rep II
2x cap power relay
3x hardeners
This range setup is made to allow for running a lot of the modules constantly even when using multifrequency crystals. Don't have t2 guns myself yet, so I don't know if that holds for increased cap costs of t2 weaponry.
Main purpose of having two reps is if you screw up and get a bunch of aggro :P Other than that I usually find having one or the other running is more than sufficient. In fact, with 3 hardeners, you'd be surprised how much aggro the medium rep can handle  Well, I guess having the medium rep saves you a lot of headroom in the cap department, too. If you run the large rep constantly you have very little room leftover in the cap department, which is hectic sometimes. Another reason to have those 2 reps.
I would say dual reps are only essential in close range setups because you must close within 20 km or so of the swarm, and that means pretty much everybody can hit your big sig radius butt. Just concentrate on battlecruisers first, they die really fast and have a high dps, so it's about the best primary there could be. Then battleships, then cruisers, and during this all you can have frigates dispatched by the small drones or save them for last and use medium drones to help kill the larger ships faster.
