Where or how do I turn in all these different tags I got off pirates for standings bumps?

They can either be sold or kept untill you may find a use for them in some of the agent offers 
Depends on what you want most.

Yep just hold on to them and check the markets. But primarily u can sell them for some decent isk when you do agent missions. Ive gotten 300k for 1 tag b4.

Generally Concord/DED station npcs have standing orders for tags.
There are also 3 agents outside each of the starter stations that will take 5 low level tags for cash, to help new players along.

I'm not entirely sure if you can sell pirate tages (e.g. serpentis) but they're used in some agent offers. If somebody knows better please tell me because I've got a lot (!)
As for faction tags you can sell them for decent money. If you're doing a gallente mission against caldari or amarr intruders, for example, you don't get any bounties but the tags they drop are worth anywhere in between 15-750k. Well worth picking up the loot.

Just don't get over enthusiastic chasing faction tags as the act of obtaining them (shooting down faction ships) will absolutely kill your faction rating.
Once you hit -5, you won't be able to work for any of their agents, plus ships will spawn in an attempt to kill you if you enter their space.

True, but a bit of role playing doesn't harm the EVE experience imho. i.e. as an Intaki I don't really like anyone. I'll just fly around doing Gallente missions because it's the lesser evil.

Role-playing is always good for you. 
I reckon one more Illegal Activity will push me over the magic -5.0 to Gallente, so my standings will finally reflect the fact that I loathe the horse-eating frogs.
I just mentioned it so the OP will know what he's getting into if he starts hunting for faction tags.

I think it's just -2 where none of their agents will deal with you, and then -5 for the outright hostility like you said.
