I haven't had a +1 work in a LONG TIME. Infact, I haven't had a +1 with a +2 work either...
then again most of the targets that I have fought or.. tried to fight... have been vagabonds

I had 4 scramble points in my curse the other day, locked down a raven in a belt and it warped off  .
Man I hate stabs, they make me cry  .

For piracy I find +1 is usually sufficient on any targets worth killing. When it isn't, a good bumping always helps as already pointed out.
For real solo PvP I wouldn't fit any scramblers. Partly because too many people are stab monkeys, so +1 and often +2 wouldn't do much good anyway, and partly because that mid could be used for so much more. Unless you're fighting several ships at a time, having your opponent warp out isn't catastrophic anyway.
For group PvP you need some at least +1 strength on each ship or dedicated tacklers to pin targets down effectively. Otherwise you'll just have people warping in and out all day and you never get the job finished.

Some corpmates and I took down a pirate Eagle in a sniper position 180km off a gate the other day. He had THREE warp core stabilizers fitted. On a sniper. Even the other pirates in the system were mocking him.
