I've had the notion of a "content testing system/constellation" for some time, with debug agents that allow you to select missions from them, anomaly chains that allow you to automatically choose to escalate or not, wormholes of each class that change, etc. It's a question of getting the developer time to do it, at the end of the day.

Anything "guaranteed" involves us messing with distribution, which I would be loathe to do as it compromises our test environment, making it fundamentally different from TQ. Messing with distribution has its own issues too - the distribution system is known for being a little... eccentric, and so we don't like to try and make it do stuff that it doesn't need to do on TQ, as far as possible. The content system, in my head, exists outside of player reachable space, so we can mess around with it without compromising the space that we care about. It's just a pie in the sky idea right now though.

Step 3 isn't always necessary either, as if there is a developer with some free time on Sisi, they will likely help you by bumping the indices of your system. This is a discretionary service though that is entirely up to whichever dev you ask and how much time they have.

Wormholes are different. The best thing to do if you want to get into a wormhole (apart from finding one, or getting someone to scan you in) is to find the J-sig of the wormhole you want to be in (Dotlan is your friend here, or wormhol.es), and ask to be TR-ed to that J-sig. ISD and CCP have the capability to do this, but it isn't an offered service so once again is at a discretionary basis. Do not give anyone a hard time for refusing to do these kinds of things.
