I don't know if it has changed since 2010, but I bought this EvE account on steam for -ú1.50 and then never installed it on steam, just ran it from the normal client.

If I go through the EVE Online store page on Steam and select to buy PLEX or Gametime it lets me make a transaction, but doesn't list the Steam Wallet as a payment option.
