there is an alliance that does this. the Inter Stellar Starbase Syndicate. these are mostly neutral/friendly to most other alliances. and accepting ISS travel trough there systems. (exept of some important systems ofc)... you could search info on them. and maybe join them. another good idea is to join "Eve University" it's a member of the "Big Blue" alliance and teaches you everything you need to know. "Big Blue" is also a industrial alliance (as far as i know)...

if you want to go in the low security zones of Eve, it will be wise to know who owns it. who will probaly not hurt you. and if you are in an alliance, like ISS or Big Blue, you need to know your friends and enemy's. you don't know about some corp/alliance. avoid him, he'll probaly try to shoot you. learn how to make safespots and sit there, till it's clear.

If it is the former, then there is still a place for me within the game as PvE minded player. If it is the latter, then no, this game is not something I wanted it to be.

well, like i said, look up ISS or Big Blue. they will probaly help you. and yeah, alliances need ppl to mine/build for them. but most alliance members made alt's designed for this. other alliances require a minimum number of skillpoints. sometimes 15mil sp minimal before being accepted to the alliance.
good luck with Eve, it's a great game. PvE is to boring for me, but it does make a lot of money. hope you'll get rich ;)
