PvP is the point of the game in the first place - CCP set out to make a PvP-based MMO. If this does not interest you, then you may be playing the wrong game. I'm not trying to drive you out by stating this; it's just the way things are.

It's not about honor. It's about loot (you'd be surprised what people haul in shuttles, noob ships, and frigates) and or security (killing people who might be scouting for the enemy).

How is it pointless, again? It's a point in between the cushy, CONCORD-protected safety of highsec and the utter freeform PvP that is 0.0. In lowsec, you are protected at gates and stations by the sentry guns (i.e. anyone who wants to attack you there had better be sniping or have a mean tank).
As for including 0.4 as highsec, why?

The point system is not there primarily to define the strength of the rats; instead, it is there to define how lawless the area is. In regards to why have better ores in lowsec and 0.0, it's simple: risk vs. reward.

CCP did not set out to make a game that is all things to all people. When you try to please everyone, you end up pleasing no one. CCP wanted to make a niche game, and that's exactly what they've done.
CCP have stated that they are going to work on PvE, but don't think that means they'll be reducing the PvP elements of EVE to do it (a fact for which I am profoundly grateful). -Wrayeth
