Hi all. Now I must first state that I am a total newbie in EVE. Just installed the game. :))
I know races get bonuses to certain skills (galante in hybrid turrets?) but what I dont know is how those work with other races ships.
My dillema is that I like Gallante and Minmatar as races (like their lore) but just LOVE Amarr ship design. So is it possible to get a ship from different race and is there a penalty to using that ship?

You can train for any race ships you like. :) There are no penalties. Train for the frigates of each race and see what you like the most... it doesnt take long.

There's no penalty but there's a significant difference. For example a lot of ships have either damage or rate of fire bonuses for racial guns (like +5% rate of fire for large energy weapons on Armageddon). Most commonly the racial weapons are quite crap without the ship specific bonuses which can be compensated to some extent with damage modules (Heat Sinks, Ballistic Control Systems, Gyrostabilizers...) but those take slots and may make your life a lot harder when you need that one extra slot for tanking.
So in short, if Race A weapon A performs at 100% effectivity at Race A's Ship A, it still most likely does perform rather well with Race A's Ship B but if you try to fit it to Race B's Ship A, B or C you may only getting it up to 70% effectivity. There's of course some exceptions to this rule and several Amarr pilots prefer fitting either hybrid of projectile weaponry because lasers eat too much cap but that's a whole another issue to talk about...

Welcome to eve.
Firstly, there are no racial bonuses, per se. The bonuses are attached to the ships themselves, not the pilot. Once you change ships you leave behind whatever bonuses that ship had in favor of whatever bonuses are present on your new ship.
Secondly, your starting race only affects your character avatar, starting corporation, and to a lesser degree your starting attributes. As a gallente for example, you could train for caldari, amarr, or minmater ships if you wanted to.
P.S. Be sure you say goodbye to your friends and family, eve has you now.

EVE bonuses are tied to skills. Skills are acquired independent of your race. <- Short version
Oh, and it's not "race" per se, it's different civilizations, but "civilization" is so bothersome to write/say. Or maybe cultural ethnicity is more appropriate, though I don't really know what that'd mean it just sounds good.
