I'll be honest: I don't play that much because of RL, and I don't particularly like most of the people I meet. I've got a few acquaintences here or there, but none that I would really trust as business partners.
Naturally, being a lone wolf, I chose the fighter path. I've got a 9M SP caldari fighter pilot, and im no chump when it comes to killing. But as I have advanced... the necessary modules, ships, implants, etc, have risen in price, while my income has remained the same. Missions, are simply not worth the time. I can only make about 6M/hr on average. There are better alternatives. 0.0 is good cash, but the occasional ship loss and the problem of ammo (when you are solo like me you rarely have the connections to be authorized to even be in the space). 0.0 I typically make about 8-10M/hr. 5/10 Drone complexes are the best of the 3, and I can make about 20M/hr, provided the spawn is up.
But all these amounts are peanuts. I know a few people who have multibillion projects in the works doing a combination of mining, pos work, and manufacturing. I am loathe to switch my skills off fighting, because I am a new player and it is imperative I close the gap between myself and my elder enemies. But is there any money out there for a fighter? Clearly it seems the money remains within the player market of eve, not the NPC market. But how can one person break into it? I can pilot a retriever... but I have noone to tank. I can refine ore, but I have no BPs or skills to produce with. In a larger conglomerate, each person can train a few skills and make the chain work.
Let me be clear: spare me the responses that say "Too bad noob! Eve is a multiplayer game!". I am well aware Eve is a multiplayer game, but I play multiplayer games to compete against my opponents, not to snuggle up with them. As far as I'm concerned, fleet battles are boring anyway and I much prefer small skirmish warfare. A couple friends to handle tackling, EW, and some firepower, and I'm set.
But is it possible to make billions solo?

Short answer is yes, it is.
You can get 1 good spawn in 0.0 and get loot worth over a bil just from that.
When L4 missions first game out, many solo players earned bil's from them.
You just have to look for your chance.
I made a stake load of cash way back on the "bits of jove" event ages ago.

For which you will need to save up some capital and train trade skills (so not exactly exciting).
There's no need to equate "having billions" with enjoyment though. On a small scale, you might be better trying to supplement your income selling stuff in the systems you are most frequently in. If you can get a constant drip of a few million clear profit every week, you might find that's enough for your purposes, added to what you're making doing missions or whatever.
As to what to sell, start by thinking what you frequently buy or would want to buy if it was available nearby. The system with the complex might be a good place to start.
The downside is you'll have to put a bit of non-shooting time into this to get the rewards. But once you've set up your little trade niche it will hopefully provide an income to far outweigh that time.

If you want money, find Estemel spawns. Invuln sells for an easy 5-10billion ISK, and her BCU/launchers are another billion to some, if not more. Estemel Seige launchers are godly. Look at the stats on those, then imagine getting 7 of them to fit on a CNR with an estemel BCU or 2. Over 1K dps with t1 ammo.

I've spent a lot of time in very low true-sec (-0.8) 0.0 and never even seen an officer spawn. Is there some secret to finding them?

@OP Do you have friends who run missions in 0.0 or complexes? Easiest way would be buying stuff from them and reselling it on escrow. Get this nice mod, pay 600, sell for 850 tomorrow. :) No skills needed, but escrow selling is very annoying. Be prepared to re-issued escrows several times a day to have good sales.
Market trading is probably not for you, since you said you have limited time. Market trading needs a lot of time. Maybe do what DS said, T2 reselling is quite profitable and needs minimum administration (you wull just need money for goods, few millions for couriers and then log in once a day to your seller alt and udercut other sellers :P).
Manufacturing is hard. If you dont have T2 prints, you will have to hunt cheapest minerals to make some good margins. And that means A LOT of logistic.
Maybe train for Hulk? Very good money earner, even in highsec. Speaking about mining, check prices of unprocessed ores. Player with good refining skills and station standing can easily make nice profits just by buying ore and refining it.
Another idea would be highsec POS. Yes, you cant moon mine, but you can buy materials from market, then process them and supply local T2 producers. However this need skills and investment.

As pointed out, there are many ways to achieve that. But the same rules applies in Eve as in RL: there is no guaranteed easy way to become rich. If there was, about everyone would use it, and nobody would be richer than his neighbour.
So, you gotta be either lucky (T2 lottery/office spawns), smart (being among the first ones on good stuff), or industrious (PC market resale, NPC missioning/hunting, etc). Combination of all helps too.
So, asking 'how to become rich' is about as useless as buying such books; you'll only get general tips.

6m/h for level 4 missions sounds very wrong, unless they changed something with the Dragon patch. Maybe the lag is so horrible now that everything takes longer ;)
Try to wait until the server hotfix, then work on your mission grinding techniques. Raven + Cruise missile + mixed crystal set is all you need, wether you go dual gistii setup for conveniance or gist b-type XL for the sheer raw boosting power. Avoid missions against empire navies for now.

Being a pvper and having limited play time basically means you'll always be poor. The best way for you to make isk is to play the market and keep your pvp on a budget. Set up some buy orders at below market prices then resell at above market prices. Setup courier missions to move your bought goods to better markets if needed. You'd need to invest in some trade skills particularly the ones enabling remote buying/selling, but they're not too sp intensive.
If you play it right you'll have a steady stream of income for only a couple hours of game time and allow you to go pvp for the rest of your available game time.

Industry and Trade.
I haven't made billions (yet) but after moving to 0.0 a few months back, I've been able to start financing my industrial ambitions.
I supplement my own sales with T2 reselling. Module trading is probably the hardest kind of trading, but if you can figure it out, you'll make good cash.
Right now my profit margins are so-so. I turn over alot of sales per week but my margins are low. My profits on trading are far higher but also trickier and more time intensive to maintain. Patience is a requirement.
YOU WILL LOSE MONEY STARTING OUT.
All I can say is, be prepared to lose cash. It will happen. Treat this as a VERY valuable learning opportunity and make sure it doesn't happen again.

Yes. A corpmate and I had a race to reach 1bil. We both started about six months into Eve from a position of less than half a bil. Although we were part of a corp we were carebears in a combat corp so it was the same as playing solo.
It took my mate just under six months and me seven months.
As of the moment I can earn 150mil a week easily if I want to so I could earn another bil in around two months. I don't bother though because there's not a lot of point. I keep a handy 'float' of half a bil or so on each account and that's enough for normal expenses  -- (Battle hardened miner)
