How about.......
1. Make it impossible to set a BM within 150km of a gate/station/etc
2. Make jump proximity tie in with your ship training?
(Ship type) lvl 1 jumps you at 15km (Ship type) lvl 2 jumps you at 12km (Ship type) lvl 3 jumps you at 9km (Ship type) lvl 4 jumps you at 5km (Ship type) lvl 5 jumps you at 0km
Note the last 2 levels give a greater increase due to what can be long training periods. It gives even more incentive to train to lvl 5.
Bring on the flmes...

I think a halfway solution could be to just make warp to 0km an option in 0.5 systems and above.
Reasons:
1. Well it's reasonably safe in Empire space and anyone trying to gank someone in high sec will get Concorded/killed by gate security forces.
2. There's probably a huge number of BM's located in Empire space, this would remove a large chunk of them.
Some other solution could be used for low-sec space.

It is not listed as a new separate skill, but it is tied in with the ship type skill you already have to learn to pilot a ship (i.e. caldari battleship). I think this is a good idea actually. I don't particularly like instas, probably because i'm a rookie and don't like using them myself, but I can see how they are useful, as I have been podded in low sec empire space by gate campers before. I think a skill based fix such as this would be great.

How do we kill people then? Have it all over the place then no one can catch anyone. Have it in high sec only and this screws up empire wars.

If its going to be a skill system then it should never be to 0km. like lets say to 5km max.
Though perhaps using modules? This idea came from someone else on the forum, I don't know his name but I like the idea much beter then a skill system. For example, one of these modules would shortend the warpin point by 5km. So fitting one of these modules would warp you to 10km, you wil loss 1 slot. Fitting 2 would warp you to 5km, lossing 2 slots and fitting 3 would warp you to 0km, so you loss 3 slots. Though perhaps warping to 0km is abit to far, yes instas do that but I do still think you need to keep it atleast a little realistic. warping to 0km would mean you would slam your ship into the gate and die.
