Currently, my Wife and I fly from belt to belt in a system to find rats. Is there a skill or interface to allow you to scan for areas with rats? Falconer Industries |

I believe the scanner can be used to scan just about anything. ----------

Yeah, in the noobie tips it said the following:
10. Use the auto-scanner and set it to alert you when anyone in scanning range is a potential threat to you.
What is the auto-scanner? Was that in the tutorial? Is that the scanner you are referring to? Falconer Industries |

Scanner will pick up NPC's but I have found that a lot of the time scanner says theres nothing there, yet as you warp in NPC's will appear.

Scanner will not pick up belt NPCs unless a player has been on grid with them.

1. Warp to planet with roid belts 2. Add ateroid belts to overview temporarily. 3. open scanner, set for 30 degrees. 4. Rotate view round till your ship covers the belt you want to scan, hit scan. 5. I forgot, remove Ateroids from overview. 6. Scan belts round planet one by one till rats are located. 7. Warp to said belt. 8. Party!! 9. Repeat.
This can be done in less than a minute, you best bet is finding a planet that has a good number of belts. But practice by having one of you warp to a random belt and have the other track them down.

Either it's so new that I don't know it or it so old, like the Pre-Exodus UI that I've almost forgotten. But you can scan belts for rats with your normal system scanner and directional scans towards the belt, you want to look into.
Just enable belts and rats on your overview and use the system scanner with overview settings. There should be a scanner tutorial somewhere, maybe in the ships&modules section.
The drawback is that you only see the rats that are already in the belts. New rat spawns are triggered, while you are in warp to a belt, so if you don't see any rats on the scanner, waiting doesn't help, you have to jump to a belt or a gate to try to trigger a new rat spawns there. If nobody does it, all belts are empty and everyone just sits at a planet scanning for rats, nothing happens.
Second thing that happens sometimes is that rats change belts. So the spawn might have jumped away or there is already another one, when you arrive.

Scanner will pick up rats left over from a previous spawn, but the keyword here is "spawn".
By the very design of NPC Spawns, Rats appear when you enter the area and trip the encounter - hence you wont pick them up on the scanner before hand (unless they are still around from previous person).
