Well, if I may speculate, I'd say the Jove resurrected Sansha from old DNA and a cerebral scan they keep in backup (as with every capsuleer, after all it's our brains they study in hopes to find out what broke theirs) and promoted his forces with bits of their technology to create a force they can use against whoever exposes themselves as a threat towards them.

Alright, another question: What are the rogue drones about? Are they another aspect of the Other, a creation of the Jove/Sleepers to recreate the birthing of the Other in order to understand it or actually a new emergent infomorph like the Other?
Maybe the Prophecy of Macaper GÇ£what was many now becomes one when one becomes fourGÇ¥ means the Rogue Drones unite into a emergent hive infomorph (many become one) and the number of non-empire parties working behind the scenes is revealed to be not just one, the Jove, but four, the Jove, the Sleepers, the Other and the Drones.

Actually iirc from templar one, the "Other" is actualy a sleeper not a entity born in the sleeper VR world. I thought it was a entity that emerged out of the connected consciousnesses of the networked sleepers in VR stasis. Which caused a kind of civil war within the system.

I don't think it's a missile launcher but merely the turret with which the scanning effect is projected, much like a salvager or tractor beam.

So wait. The Sleepers and Jove were once the same race. Then they split apart and the Sleepers went digital while the Jove tried to overcome their disease. Now maybe the Sleepers un-digitized themselves and put their brains back into bodies, going to the Jove asking for help against the Capsuleers harvesting their people for implants and research.
But the jove wouldn't have any of it, resulting in Caroline's Star. The Sleepers are the little brothers to the Jove.
And now they are adrift in their new old spaceships and have a severe grudge both against the Jove and especially against the empires and their Capsuleers.
Edit: The Jove rejected the coming home of the Sleepers because they are (somewhat) responsible for the Other, which is screwing around in the Jove's carefully prepared Petri dish. So if the Sleepers are coming and screw even more around in it, the Jove may be some seriously pissed off about it.

I went around a bit and checked on the positions of those structures and found them all to be in systems with planets that have a off-axis orbit. Wonder if that is a connection or if such systems are just really common.

Speculation: Drifters are Sleepers that too Jove DNA to recreate clone bodies, which they then cybernetically adapted to allow control by a personality shard move out of their collective, effectively creating a mobile chassis for individual Sleepers. They used Jove DNA because it has been most adapted to use with cybernetic implants.
