The thing is this, when you read the EULA you'll notice you have an accept or decline button at the very end, if you're unsure what these means its explained within the EULA text.
The long and short of it is this, if you play the game you've agreed to the rules, one of the rules specifically mentions about ISK selling (see below)

B. Selling Items and Objects
You may not transfer, sell or auction, or buy or accept any offer to transfer, sell or auction (or offer to do any of the foregoing), any content appearing within the Game environment, including without limitation characters, character attributes, items, currency, and objects, other than via a permitted Character Transfer as described in section 3 above. You may not encourage or induce any other person to participate in such a
prohibited transaction. The buying, selling or auctioning (or any attempt at doing so) of characters, character attributes, items, currency, or
objects, whether through online auctions (such as ebay), newsgroups, postings on message boards or any other means is prohibited by the EULA
and a violation of CCP's proprietary rights in the Game.
Theres also a few other rules saying that CCP can for any time for any reason terminate your account / ban / whatever. There are even rules that prohibit talking about private communications between GM's.
The thing is I'm sure that there are other issues involved here, and I'm sure that the GM staff are looking into the issue, what you're friend brought up and was doing is something that is by large known as a crime within any MMO, common sence or reading the rules would have clarified that for you.
Now I wont speculate on whats going on, all I will say is to be patient, if its just a simple mistake I'm sure it will be investigated and fixed, however I'm sure theres much more going on here then meets the eye.
Please if nothing else learn from this to read rules before agreeing to things, frankly I personally dont want talk of selling / buying isk for money within the game. Im sure many others agree.
