Until it shows up, lets try to predict the changes.
I predict a change from shield boost bonus to shield resistance bonus for the Maelstrom. Also I predict a 8/6/5 slot layout.

This was announced as not happening today by kieron in the thread about porkbelly's blog.
Personally, I predict minmatar won't get a good AC ship in Tier2 BC or Tier3 BS.

Very possible that there is still hope, but kieron has previously stated that he wanted to post it when other devs are around to so they can run damage control if needed. At the moment, I doubt many other devs are around and the hours in the typical work day in the US are coming to an end.
We may still see Tux's blog today, but its looking less and less likely.
