Hello I have just started this game and I've been reading a lot of the forums about how people are macro mining using trial accounts and then just re-signing up again and again for the trial. If the vast majority of these cheaters are Chinese why not just ban .cn IP addresses?

because not all macro'rs are chinese. thats like saying ban all programers, because some write malicious code.

you also missed the major part of your argument. the bit about trial accounts. would it not be more feasable to ban all trial accounts.... well no to this suggestion to.
but they should and have been limiting what can be done with a trial account

And macro miners don't use trial accounts... I mean nobody trains for a covetor in less than 14 days, nobody. And there indeed are limitations. For example, you can't use industrials etc...

Well maybe that's not such a bad idea once they get a server up in China Running. Until then that would be pretty silly to ban a whole country like that.
That server is already running and still banning a whole country is a fairly stupid idea. If anything Europe/The US should be banned for creating the demand for ISK. No demand means no need for a supply means no need for macro miners.
Dont blame the Chinese, blame us/yourself.

If the government believed that theory, it would jail all citizens to stop illegal drug sales.... CCP would need to ban all players. No players= No demand to buy isks.
Existance of demand and buyers does not give dealers the right to exist....

It's a valid observation that most macro miners seem to be Chinese. All the ones I've goaded into convos have claimed to be Chinese. Racial profiling may be frowned upon, but it's not necessarily inaccurate.
But while all the macrominers I've met have been Chinese, not all the Chinese players I've met have been macrominers. I made a few very good friends in my early months, and one of my best mates in the game was Chinese. I wouldn't support a measure that would ban him just to strike a blow against macroers.
What if a European player's in China on business? He can't log it? Too many problems.

I spent a few very enjoyable hours the other day with another EVE player stealing ore from macrominers. We both expressed anger at farming and the misuse of alts to earn ISK in the game. This player with whom I had this conversation and flew with is Chinese.

They don't have to be Chinese in nationality. Anyone can connect to one of thousands of free proxies around the world and to apear as if he's from corresponding country (especially if the proxy is elite/highly annonymus).
Banning whole country would only be counter-productive since people who just want to normally play won't be able to, and the ones who are using macros (assumed they are a bit more advanced computer/web users) will still be able to continue on their way because of reason explained in first paragraph.

First of all, you misinterpret the very essence of the offence... "macromining"... using macros (scripts) to do the mining for you, hmmz... I somewhat doubt there are any decent tools out there that would allow you to mine unattended (completely afk, that is). All you'd need to do would be to select asteroids in range, activate modules, and keep dropping to jetcan once in a while from cargo, approach new asteroids as old ones deplete, etc. Well, you'd still have to have a jetcan collector, which I doubt would be a script. ANYWAY, the issue would be that "macrominers" WOULD CETRAINLY NOT BE FROM CHINA, but rather from the US/Europe... why ? Simply because statistically speaking, chinese players have more free time and much more patience... so most probably those "macrominers" you suspect are just ACTUAL miners that don't speak English very well.
Ok, so you don't actually have a problem with chinese scripters (as I established, there's no reason to suspect scripters are mostly chinese), but you have a problem with massive mining operations ? Excuse me, but that's not against the rules, and it's definetely NOT cheating.
Or you have a problem against "trial accounts" mining ? Well, to put it bluntly, in the beggining, soon after char creation, you can AT MOST mine around 151 cubic meters per minute (2 miner Is, L4 racial frigate, use the mining frig).
Even after some training (miner IIs and/or racial mining cruiser, whatever is faster), you still can't get much more than 400 cubic meters per minute, and it certainly costs you plenty of time and ISK (for skills and ship), and would only reach that amount close to the end of the trial account.
Compare that to 1500+ cubic meters per minute using a covetor (at least one month of training needed, maybe even two, depending on char) and now tell me WHY would anybody NOT use the extra ISK they get to just buy GTCs and keep the covetor running ?
So... you don't have anything against scripters in general, you only have something against Chinese, that you mistake for scripters, and don't care if they actually cheat or not (they just annoy you)... and you have no understanding of basic game mechanics/economics either, apparently.
Wow, good for you. Now, go think about it.
