Ok people listen carefully.
The ban policy on scamming goes BOTH WAYS.
So rule number one on being a trustable character is to have an account that has been around a LONG TIME.
So... Sellers AND Buyers need to join together to eliminate the scammers, and reduce the overload on petitions to CCP.
So here is my recommendations, please BUMP this thread if you concur.
IF you are a newbie character trying to SELL GTC's then YOU must place the trust in the person buying who has a long term character... (CHECK EMPLOYMENT STATUS)
and Vice Versa... if you are trying to buy a GTC and have a newbie account (such as you had to create one cause your main expired) then you haqve to place the trust in the seller that has only a long term account (again CHECK EMPLOYMENT STATUS)
This needs to be an EQUAL understanding between sellers and all of us buyers... We need to JOIN together to defeat the scammers. So lets all get along and play nice... if you are selling from a new account, then you must give your code FIRST to the OLD Character and let them enter the code and THEN pay you when they KNOW its a good code.
If you are a new character BUYING, you have to buy from a person with an OLD account and give them the isk and trust them to be selling you a good code.
This will all take a little work on each end... but most of all... SELLERS need to TRUST us buyers... we are regulars! and we are BOUND to the TOS policy on buying/selling GTC's just as you are, so you are going to have to TRUST us buyers for a change. I know thats unusual... but get over it and just DEAL with it. Give the code, trust the buyer (assuming they are using a long term account) and let them enter the code. THEY CANNOT SCAM YOU out of your code because they really do have something to lose... their long term account they worked hard to build. So relax a bit and trust us buyers for a change. We have had to trust you random sellers for a long time, now its time you share the trust thing in order to beat these scammers.

As it is, I only sell to friends / people I'm connected with. I also realize that everything's logged, and if you use my code, GMs can track it down and see that you didn't pay me.
I've never been scammed, but then, I haven't sold all that many. I definitely agree with you though - I try to check the backgrounds of people, make sure they seem to be relatively real.

Trust is not required for GTC trading, if you get scammed simply file an exploit petition. You'll get your money back from wherever it was sent to and the scammer will likely be banned.
The problem is likely to be GM response time.

I will back the purchase of any of my corp members who are members of Red Horizon Inc [RHI]
Just convo SABE ingame to varify any RHI member asking to buy a GTC and I will confirm them being a member of my corp and back that purchase personaly... again... CONVO me in game to confirm... I will varify thru my knowledge of the person.
A few of us occasionally have our main accounts expire and have to use a trial account to purchase the GTC with so its hard for a seller to trust that person.
As GTC's sell FAST, buyers and sellers need to SLOW DOWN a little and take the little extra few minutes to ensure that the transaction is valid on BOTH ends.
Seems like when sellers are selling they are fast and if you dont RUSH to send them the isk they sell to someone else...
THIS IS ONE OF THE BIGGEST PROBLEMS causing scammers to thrive.
Slow down, be a little more patient and the scammers will find themselves without a market to rip us off in. ------------------------------------------------

Response time can be a week... to get your isk back.
Scammer can buy mins, jetcan them and pick up with another account, no way to track them... and then throw away their trial account they scammed with. Thus my point about not buying from characters with trial accounts. ------------------------------------------------

I totally agree with TopeZone Waters. Buyers risk transferring isk to a brand new char when it should be the other way around. I mean i find alot more trustworthy a char created in 2004 than a char created a few hours ago. So i see 2 solutions :
1. Sell GTC with an old char 2. If first option is not possible then trust the buyer (considering he wants to buy with his main or an old char) and send the code first

Fill the petition under harassement, and u'll get your ISK back within hours, if not minutes.

More likely you'll get the petition thrown out because it's not a harassment case, it's an exploit case. They have different sets of GMs working on the different sections, a harassment GM probably can't even give you your isk back.

and its stuck at the top of this forum if you have been scamed follow the directions on how to resolve this issue.

Maybe reputable sellers should make a corp and all people who are honest sellers of time cards could join this corp and buyers know they can then be trusted? Costs like 1 mill for piece of mind.
