It's not a quick-fix in any sense of the term, and it won't remove BM's. It's suicide to do this on a gate, thus you need to go arround making "ponce" safes ~16-20 AU from the destination...you warp there, THEN you warp again with the 20 second delay.
All this does is slow down travel, and leads to the creation of vast numbers of new BM's.

In most PvP situations, if you don't insta then you're dead. That's the simple equasion.

So, you're only acceptable option is a free pass through every gate that doesn't have a warp bubble, and an even more guaranteed way to get into every station?

I say just get rid of bm's closer than 30km from a gate and no instas for anyone but u can still warp in at 15km u just cant make the bm's so that means everyone is equalish i guess. Simple solution - 0km warp to option by default, with warp bubbles configurable and deployable in all area of space. Pirates can bubble their gates to camp properly, and the carebears would also be appeased; not perfect, and in need of some tweaking, but elegant.

I'd solve BM's like this.
1. Introduce a player deployed warp beacon, with asssociated skill that determines you maximum number of deployed beacons.
The beacon is ejected from cargo and anchored in place (another use for that anchoring skill). Whilst you are in system it's position becomes a 'warp to' point on the right click menu like BM's are now.
2. Announce that all BM's are going to be deleted on a specified date, lets say Christmas Day.
Where you now have a sniping BM or SS you go and anchor your warp beacons.
3. Give everything a warp to 0km.

Ask yourself this. If they removed insta capable (i.e. within range of gate) bookmarks tomorrow, how would my playstyle change?
For a start I'd never warp straight to a gate. I'd get to a nearby body, or if it's a system I frequent often I'd have a scanning BM to suss out whats at the gate.
This would make travel times insane.
I'm not an advocate of the 'everyone gets a 0km warp in' idea. The current system penalises people crazy enough to travel without BMs, just as removing them would penalise people who don't scan gates before approach but removing BMs altogether without a replacement system to provide some measure of safety would really kill travel for everyone.
Sadly, removing BMs also penalises newver players much more than older ones. I've only been playing about 6 months. I can fit a decent enough tank on most ships I fly to survive a couple of attackers while I slowboat to a gate in a battleship. Newer players, without access to the better forms of protection such as armour hardeners will be cannon fodder even more so than they are now.
With instas, a new player can survive in lowsec and make a decent living. Without, every gate will be a snipers paradise and it'll be even harder to get newer players into lowsec. I know I for one would have quit if I hadn't been taking my first steps into lowsec within the first couple of weeks and feeling that I could make my way there.

Every half-experienced character has bookmarks of that region / the mainroute anyways and the only way to get them would be at the outgoing warp anyways. Just make the Autopilot warp on 15km and a regular warp option on 0km and everything is set. most people you catch anyways due to autopilot or other stupidities. The implementation of warpto 0 km has alot of positive attributes: - Less lag due to alot less Bookmarks. - Less lag due to alot less Bookmark copying. - No scamming anymore with bookmarks leading to POSs (not that I ever fell for, but it's a scam/grief) - Less lamers who try to exploit a no risk/good reward strategy. - Finally my board computer can do something what it's supposed to. to calculate the spot correctly and not with a constant 15km but on the spot blur.

Edit: Oh and it finally equates newer characters with oldies who already have a full Eve-Universe set (me for example :) ). At least in this spot.
2nd Edit: Best would be: remove all bookmarks. give warpto0 option AND remove local in 0.0. at least make it delayed mode (so smacktalk stops in local) :) x x x x x x x x x x x x x x
