battleships should not be able to fit miner lasers.
lets have some new mining ships with mining capabilities of a battleship but are much more vulnerable to attack...and have battleships guarding, like it should be.

Why "should" battleships be "guarding"?
1. If I want to stick mining lasers and drones on my battleship and clear out a 'roid belt, then as owner of that battleship nothing should stop me.
2. In case people haven't noticed, in the world of EVE, ships and equipment have evolved to become 100% modular (hence, equipment is called "modules") thus allowing one piece of equipment to be able to be fitted to any ship in the galaxy, and can be operated by any ship with the CPU and power output to support it. Forcing only certain modules to be allowed on certain ship classes is about as ridiculous as if CCP decided that from now on, there will be racially specific ship modules (e.g.: You find an ultra rare weapon from a pirate drop you've been searching for for the last three weeks, but turns out it is a "Caldari" version of the weapon, and you are a Minmatar... well, too bad for you!)

This has been discussed many times and for gameplay makes perfect sense.
But the flak and whining we would get from carebear miners who's only past concern was cargo theft, would be massive.
Let the weaklings mine in peace, they care not for gameplay.

when mining in 0.0 more often than not when mining even with a BS there are other BS standing guard. Being in a BS just means not getting blasted to smithereens in 10 seconds because your "cover" ships got distracted while chasing after all those little cans floating all over the place.
