I've flown a celestis both in pvp and pve. If I'm honest I have never shield tanked it, though after reading people's posts, a pve celestis with a shield tank and wcs in the lows so I don't get ganked while low sec ratting sounds nice, (though I'll probably stick to my vexor).
But one thing to remember about Sensor dampers, when they're in range of your sensor dampers, then dampers can't miss and even when they're out in fall off range they can still work sometimes. It's hard to explain but try to imagine there being a third type of tank in game. There's shield tanking.. there's armour tanking, and then there's EW tank.
The Celestis in pvp uses that third tank type. It survives pvp be disabling their ability to target you at all, meaning that they can't retaliate at all. What's more is that when pvping in a gang, they can't target anyone else outside of their very shortened locking range. Also sensor dampers don't just reduce their locking range they reduce their locking time. A BS with 3 dampers on it can take over a minute to lock certain types of ship.
In the mids on my celestis for pvp I have a sensor booster, 3 dampers and a ecm multispec. The ECM bit is important, I'll explain. Yeah I know the celestis gets no ecm bonus, but having more than 3 sensor dampers is pointless due to the stacking penalty. You hit your primary target with all 3 dampers and the ecm. What this means is that they end up in an endless locking cycle. They take forever to lock you, and then every so often the ecm will break their lock, then the sensor damps will mean it will take them about 30+ seconds to lock you again (longer on some ships). Then there's every chance they may have their lock broken again during that extended locking time. You can pretty much knock a target out of a fight.
You can take on a "tackler and dps" team like that. You knock the dps out of the fight with EW. The tackler will likely be an interceptor and with decent drone skills you can hopefully take out the tackler while his mate with the bigger guns is hitting his monitor with frustration. (It's fun)
The Celestis as it was meant to be used is a very fun and decent ship. If you want to stick to Gallente I'd recommend the Thorax for you. It's a nice manuevarable and versatile ship. It has a 50 m3 drone bay which is enough for 5 medium drones or 2 sets of 5 lights. It has multiple set ups ranging from moderate damage, heavy tank, to heavy dps and moderate tank and many inbetween. It's damn fast, and can fit that lovely mwd without gimping it's capacitor battery, plus it scales well with skill points.
Some people still take their thorax out for a run around the block with 20 million SP just because it's damn fun to sit watch ships with close quarters guns blast holes in each other.
Vexor's good too, and probably better with lower SP... but for some reason it just never felt as fun. There's something lovely about being able blast a ship that's 2 yards from your own for tremendous damage.
