Neither can blowing up work. We don't have fine enough control of ships. Puting a minimum distance between ships makes warping into a fight suicidal, with the present mechanisms. Further, entering a gate, with you ships in relative close proximity means you will also have ships detonating and doing you extra damage.
This also nerfs tackling frigates. And would be used to grief newbs.
I think AoE can work, after putting in a little more thought about how to prevent collateral damage/unintended casualties. For example, a torpedo with an EMP shockwave that ONLY damages shields would only cause minor problems for the noob who is wondering too close to a battle. What about CONCORD and stations? Easy. If Concord or station, don't damage. Another weapon could be the nanobot cloud. The nanobots would be smart enough to only attack ships in the cloud that are/were in a gang with the orginal target of the weapon. Or they only hurt ships that are piloted by people you are wardec'd with. Also, they could slowly eat away the armor. If a newbie is stupid enough to chill out in a cloud of armor-eating nanobots, then he/she should suffer the damages without any penalty to the entity that used the weapon.
None of these weapons should cause a decrease in security status, because from a common sense point of a view, a newbie in a shuttle either: a. has no buisiness being near a big battle between big ships, and deserves to to be hurt by crossfire b. Is in a shuttle and doesn't really have anything to lose. So they don't care if they happen to catch some random AoE.
Furthermore, the ships that will be using these AoE weapons should be battleships or bigger. The weapons would be expensive enough that sitting outside of Rens - Brutor Tribe Treasury and dropping an EMP blast every 30 seconds would be a huge isk sink. Either that or let the GM's take care of the griefers.
You can overcome the nerf of close-combat frigates, but applying the same kind of damage penalties that are already in place with turrets and missiles.
You are correct that there are many issues for AoE, but I believe there are just as many solutions to these issues.
