Does having a well train mining foreman/director skill increase my mining yield even when im not in a gang? Would this be a good way to up my yield without others present?

no, you have to be in a gang of at least two people and they both have to be in space in the same system

Yes, if you are in a gang then ALL members in range get the effect

Remember that you need to be in a BC to use the mining director module at all. For most "hard core" miners they fly barges making the mining director skill a complete and total waste of time for them.

Flying both exhumers and command ships though makes you a must have for any mining corp. 
Having the ability to cover their butt in the less secure systems and still giving them a big mining bonus (as long as they fly in groups of 4 or more barges at a time your skills compensate for you not being in a barge)
Make sure they take some T2 drones with them and with your fire/staying power and their drones there is very little you will not be able to handle.
