It's some kind of crystal stalactite, cracked into several pieces, not some kind of station. It makes cloaking noises when you get close to it and the lightning streaks going over it indicate a failing cloaking device, similar to what happened to the sleeper caches. So my guess the sleepers are checking in on old stuff they had around and see what's still good and what got spoiled. Sovereignty and Population New Mining Mechanics

Maybe it's the heart of Caroline's star, or what's left of it. The star itself seems to got sucked through something and spat out in a distance worming the dust cloud and "rings".
