I haven't spent much time ratting in my career, but in present circumstances I find it the easiest way to make money. I can't fly a HAC, but I'm pretty good with the tech 2 frigs, and I can fly everything up to a megathron as well.
I've been ratting in an ishkur with tech 2 ions and tech 2 drones, but it doesn't seem very fast. I found my dominix was slow at ratting too simply because of drone travel time on the heavies. I haven't tried a Brutix out there, but I do have one.
Is one of those ships the best choice? The targets are Guristas. Or is another, unmentioned ship better? I'm looking for speed at killing the rats to max out the income per time ratio. Any suggestions or advice is greatly appreciated.

Megathron should be rather decent fighting Guristas due to the heavy kinetic damage. The problem with the Megathron is that it doesn't tank very well. Additionally, Guristas jam Gallente easiest of all races.
As a side note, it is perfectly possible to complete level 4 missions such as Infiltrated Outpost in an Ishkur. Solo. Had a silly corpmate do it today to everyone's amazement. Took him long enough, but.

Unless you can get into an Ishtar, probably your best bet will be enyo or ishkur, or maybe a blaster brutix, if you dont like the domi.
The other thing to do to overcome drone flight times is use medium tech2 drones, or sentry drones, for anything thats more than 40k away from you. or train for t2 heavies, and train up drone navigation, and the speed isnt so bad for traveling.

Deimos pwns stuff quite quickly. Though I've only used it against Serpentis, where it really was easy to beat them senseless.
Ishtar is damn boring to rat with, and you have to rely on the rats targetting and aggroing you and not your drones.
Ishtar can tank like a sonuva though...
Non-HAC? Dominix is the same as the Ishtar. Drones are boring. Enyo and Ishkur are pretty good little frigs though, you'd take barely any damage from the cruise/torps the Guristas BSs chuck.

Is the consensus that the fastest (killing speed, not travel speed), non-HAC gallente ratter is the Ishkur?

thorax is the most fun way to rat tbh

everything runs perminantly, you only need to worry about cruise missile or heavy missile spamming spawns and even then, i've only had problems with angels in that respect

The 'fastest way to NPC' totally depends on the spawns you're gonna kill.
Since drones takes time to reach the target (or with sentries NPCs might go out of range or too close etc).
'Easy' spawn goes fastest to snipe from distance.
'Medium' spawn goes fastest to do with shorter range.
'Hard' spawns (like an officer spawn) you'll probably do fastest in a heavily tanked dominix.

Against Guristas and Serpentis, if you only want the bounties, use a Dominix, Drone Link Augmentors, Drone Omnidirectionals, and five Wardens. Warp in to 80-100km from the belt, launch drones, open fire on the rats. Most will pop before they reach you. Scoop drones, warp to next belt.

I'm currently ratting out in 0.0 with a mega. I can clear out 14 belts worth of battleship spawns faster than they respawn. so long as you can get ammo this thing tears some stuff up ratting in 0.0. Much much much faster than a dominix.
highs 6 425 rails 2 torp launchers
mids 4 of the best cap rechargers you can afford
lows large t2 rep 3 rat speciphic hardeners, 2 magnetic fied stabalizer , 1 Beta Reactor Control: Diagnostic System I
I origionally had 7 425's, but the 2 torp launchers added a little dps over the 7th 425.
