I don't think moving or even further reducing agent ql in empire will make people move to low sec and 0.0. Why? Because the mission ship setups are not really good for pvp. So, from start of a fight, pvp ships usually have the upper hand already. Even if the mission runner some how bested the attacker, then there is no way for him/her to stop the attacker from running away. So, for mission runners, there is no way to deal with npcs and pirates at same time. Thus the risk is not the matter of how often you will be attacked by player pirates. It is more of no point at all trying to fight in such a pvp encounter in a ship with pve setup.
Player pirates only have to worry about another player and have the tools(scramlbers, stabs, nosf) to deal with the situaion. So why should mission runner have to worry about both pve and pvp factors at same time? Mission runner in low sec have to take much more risk than player pirates. However, what is the reward during such pvp fight? There is none, because pirates will either winning which they will get your stuff, or when losing they will run away which you wouldn't get a thing from pirate.
If all the agents really were moved in low sec, then the amount of pirates in the systems with lvl 4 agents will increase greatly. It might seems to be pretty safe now will be very dangerous then. So, how will ccp balance the mission reward here? Each mission lost usually cost the owner greatly. How much increase in reward should there be to make it worth it? You have to remember that the T2 bpo owners can make billions each months just sit there build things. Trade routes can produce large of amount isk with little no risk. Mining in high sec can get you around 10m-14m per hour depends on your skill and ship. What is the next step after moving lvl 4 agents? Will there be an end until empire is totally dead? Well, let me make this clear for you. The day you see empire space is nearly empty, I can be sure that would be the day CCP have to close Eve for good. It is the fact that most of the people who are playing this game don't like low sec and 0.0 in their current condition. Trying to nerf empire wouldn't solve that problem.
