Short story and truth !
Ask urself how long do u play eve and what do u learn still? well i am playing this game for a long time now and i still learn new things each day...
so this is my idea ...
how many times u been scamed ,lured and kiled on the end.... (part of game)
so lets make this: a new botton for stakes! what does this means?
a chance to pvp...
example:
mr.pro vs mr.nooby
they are in rens(0.9 sistem) time for a stake pvp they put out 100m so the isk goes in to the stake so the winner takes it all. ( means u can either bet isk or just pvp to the death)
what does stake procces mean?
means that once ur in the stake proces u will win or die no rules after that its just u and ur ship. (some will say not fair u have more sp and beter ship! WRONG! u need to accept the stake before u pvp so its ur risk)
Stake rules:
ur locked in the sistem u cannot warp, u cannot dock, u cannot be repaird , u canot get any help , u canot jump out.... ( u are forced to win or lose ship) if u log out u lose the ship....! and lose the duel either way u win or u die... Some will say what if i fall down and i lose the ship? so what its ur risk to enter the stake.... ( u dont ask this when u go pvp in 0.0, and it happends and u lose ships ) nothing will be reinbrus only if thers a real techenical problem with server or the game.
+ kill board for stakers so people will be able to claim the scale to the top... this will prove reall skills and whos a good pvper.
mr.nooby RANK 1 / STAKE WON 50b isk / 100 WINS 0 LOSES mr.pro RANK 999 / STAKE WON 0 ISK / 0 WINS 100 LOSES
something like that bla bla bla :)
benefits from this: u will be able to pvp in hs, u will be able to make isk, u will be able to hunt stakers, u will be able to kill hs scammers and there will be a lot more pvping araund, no more (fair 1v1 and friends jump in and kill u) fights , this sistem will also stop many noob killers becuse they will also risk there ships (no more reping alts or friends) ...
this is my idea thx for reading and sry for bad english, hope u can understand, i have a lot more details about this and how to make this posible.... i will love to hear ur comments on this and mybe ccp will listen me out about it... |

An optional agent to handle private duels could be interesting.
Needs a payment or % to go to concord for the usual "turn a blind eye" process as war decs.
Don't agree with altering the mechanics of the game unrealistically just for the purposes of an arena process in normal conventional space. It really needs specific dead space zones with towers applying relevant effects. Suppose you can justify shutting down some players systems in the area if spectating. And you can't just make the "gladiators" temporarily immune as it could be abused for other purposes as similary have to be careful about pop-corn munchers safety? Might be a lot of extra logic specifically for these areas just to get working, but plausable I guess.
It would give those wanting to duel something better to do than just can baiting err ... I mean .... tossing at recgonised empire high sec hypermarkets or training centres. |

but as i said this will only be posible in high secs... so for example if u woud wana try cheat while ur imunity, concords will take care for that, becuse ur in high secs and u will be only allowed to atak the staker
while ur idea of such areas was my pervius thout.... its nice but do u understand how muh programing an testing and how much grafic work will that take while this woud be a simple funckion with just true or false option ( staker:=true , he can atack while staker :=false concords do the job :) )

how about a duel agent floating in space next to two or three jump gates. you can enter a duel with one other person and the two of you are given tags to allow only the two of you to jump to an arena through one of the gates. If a ship is destroyed then the tag on that ship should auto destroy (to prevent abuse), then you have a chance to go get a salvager and clean up before turning the tag back to the agent and claim the prize. (maybe an hr timer, so to ensure circulation).
also, if they do not jump or fight, then all money is returned, minus the arena reservation fees and taxes.
(maybe also, allow players to pay for an npc salvager, so you can pick up all loot from the agent?) (maybe, players have to choose a ship class to battle in, but that might be to restricting)
just playin around with your idea.. |

Making special arena for duels isn't plausible in New Eden like it wouldn't be today for reasons of "political correctness". How can you expect bribing Concord to be plausible with an arena dedicated for duels?
That makes sense only in lawless space where pirate factions hold sovereignty.
However, bribing Concord could enable duel there were you're located in high sec, right away, with Concord turning a blind eye. That is plausible. But arena for gladiatorial combat with spectators, only in pirate space, not even lowsec space belonging to Empires.
I know empires of New Eden bend a lot of rules because it's self serving, but that must be within reason, and gladiatorial combat is just too much IMO. |

I think the problem is finding a solution to having mechanics restricted to influence just the conflict between two individuals. As without something like the suggested arena mechanic, one of the competitors or people external to the duel could potentially abuse the mechanic of interpersonal mutual war decs for a wager.
However, the lore reasoning does hold water, so do you restrict this to null sec? Kind of defeats the purposes the OP intended it for, but might give some more Kudos to SoV space. Question then I suppose is where and how many?
Anyhow, just to re-iterate there could be problems with allowing these duels to occur in regular space, which seems to be the obvious objection. |

Well if others not involved in a duel interfere, that's a breach of "agreement" between Concord and dueling parties, because Concord takes different amount of isk for wardecs.

but dont forget war decs have nothing to do with this
if u are war deced just dont stake and duel... if u do ur taking the risk...
this is for 1v1 fair duels only or mybe 2v2 .... no ship limits no modul limits no inplant limits.... becuse if u lose ship u will be poded also and u will lose inplants point of this is win or die...
and to make it as simple and efective for the game...
well pls rate this idea from 1-10 on the end of ur comment and rate posibility 1-10 |

People are using war decs as an "analogy" due to the temporary licensing under Concord for valid conflict to take place for the participants. |

Too artificial... any arenas in EVE should be player made and run. If someone chooses to violate the rules of the arena it should be their prerogative, not a game mechanic. Of course the organizers should anticipate it and hold enough clout to implement some kind of consequence.
I really don't see what this has to do with scamming.... unless you're talking about people not honoring duels and cheezing them with RR etc. Most of those cases can be anticipated. |

this is my point people dont have skills to fight in eve theres never a fair pvp going on... u can only kill some1 with help of friends or a scam... newer with skills ur kill board is full of scam killing, tricking people and hunting down defensles....
this will prove to people who has skill and who dont , who has the balls to even duel fair ... (depending on his skills only...) this will bring out some honor and skill dueling where u will actuly need to use brains....
and i agree is part of the game, so i dont wana stop it i just wana make some honor and more kiling and more fun if this happends and ur scamed or kiled u can take revange now.... and u dont need a gang of 10 repers and 10 bumpers to help u ....u can just prove ur honor and worth in a solo fair fight where ofc scammers will be scared... and most of them never did a fair duel before so they will run to mamis |

I beleive the arguments against high sec sovereigns not holding arena battle does not stand up. take a look at pirating. all you have to do to get concord off your back is steal cargo, then be attacked. if hi sec was against grudge battles then they would interfere with pirating disputes.
I do beleive it might be a stretch to say they'd hold arena battles, but what if we were to say it was a form of crowd control. because concord can be paid off in war decks, why not go the extra mile and say that they its a means to keep space safer by allowing people to "end disputes". In more medieval time people dueled quite often throughout our planet. I realize this is the other directing in time but its not unrealistic for a galactic empire to have such means to help keep the peace (which has to be extremely challenging on the scale we are talking about).
just dont allow podding. someone loosing a ship is a casualty-less battle. some destoryed property. but seriously, try and tell me that people are not betting and gambling their property away in the world of eve already?
-Fidelium Mortis- you do have a good point that an arena would make more sense to be player owned. but i feel if it was not a set in stone arena, npc run then there isnt really a point in the first place.
I also still think the warp gate idea would work perfectly. and yes allow the choice of a 2v2 is a good idea (any bigger than that and might as well fight the old fashion way).
(i was in a hurry this morning so please let me know if there are holes in my thoughts) |

so example my pervius idea is arenas with beacons 250 km square once u eneter the arena u must die or win no runing away and no1 else can enter the area...
this all is the idea to make hs 1v1 or 2v2 fair duels... a sistem that will work and u will not be able to be scamed or outhers coudnt interfer the fight.
mybe this beacon and a npc agent coud also work.... there woud be some sistem with this areas but that woud be a lot of work to realize

That's why corporations are given sovereignty and capability to have their own "security" forces, but of course, only until Empires allow it. That was historically the case with East India Company and similar organizations.
But why would they allow gladiatorial combat? There is nothing in the lore that suggests gladiatorial combat was a tradition, even for Amarr. Public arena is Gallente space would be like pubic gladiatorial arena in the middle of U.S.
It would be Conan the Barbarian meets internet spaceships. Silly and implausible. |

you are trying to ruin a very unique idea proposed for eve combat. if you do not feel that arena's would work, then what is your idea to help stimulate the idea of allowing uninterupted duels between two people?
I understand that Migeta keeps talking about avoiding scams, and stacked fights, but really it gets down to the core of; is a hot shot really willing to take on another 1v1? or will they only talk big cause they have a RR hiding in the bushes? I know there are a lot of solo pirates out there (been victim to a couple myself), but most cases people have allies. every thing would stay the same if you allow arena's because you wouldnt have to play with combat mechanics at all (which is why i keep mentioning it).
what if the arena's only existed in .7 .6 and .5 systems where the officials could be ballancing the corruption of low sec?
you keep talking about how it wouldnt make sense, but i get the feeling you more, just dont like the idea. there is always a way to explain everything. tell me, what do you consider boxing and cage fighting??? people make profit off that. that is arena battles. that is people beating the **** out of one another. the government allows it. all you have to do is sign a contract waiving liability, then have at it.
so make it more of a spectacle. have random stations or pleasure hubs, in arena watching the carnage. have a couple small concord units to show there is empire pressence. Ive always thought that ccp could get more indepth and interesting with missions and dungeons, and this is a good start. there could be all sorts of twists, you could have pirates ambushing the fight. would love to hear more ideas.
please stop trying to limit the expansion of new ideas in eve. the universe can allways use change, because change is inevitable...

its just a game.... so lets have honor in pvp ?? lets get good eve players todays kill board dosnt show ur skill it just shows the best scamers and fleet wars can get u 100 kils per day.... or even more.... does that count....? NO! so this stake scale woud prove good players |

One part of your proposition, that duels in highsec can be arranged by bribing Concord, I have nothing against. And about honor, corps have their rules which are enforced. I really don't believe you had in mind pvp currency like in WoW, that's obviously artificial mechanics forced on players to make them grind more, separately for pvp and separately for pve gear.

I think your missing my point. What I am trying to say is one of two things. first, this proposal isnt disregaurding any lore eve has set in place. and second, how can you be the deciding factor in what is beleivable in the Universe? do you realize how pompous that sounds?
do you actually think its a realistic mechanic to have/let someone steal modules out of a container floating in space as the sole reason why concord would not get involved in a fight? that is rediculous as far as believable goes. what, because its too small to deal with? its someones lively hood at stake here. what, pirates are out there and they cant fend them all off? then implement a system to call concord. if someone flips your can then you should be able to "call the police" (Ive been robbed)!!! -an example, not asking for this..
The market, how eve players manufactor and research materials, creates a believable setting and a realistic currency of supply and demand. adding an agent next to a warp gate floating in space will have no impact on whether people are inthralled into the world and they would not doubt that interstellar nations would do such a thing.
now if it doesnt go through, i would not be that disapointed, but you are just whining. rather than say the lore doesnt decree it, when it could be an improvement to game mechanics, why not offer a suggestion into how you feel it could be designed to fit the world that is eve...

this has nothing to do with wow its a totaly difrent game... i never played wow so i dont know whats the duel sistem there... but this idea is more from runescape.... dosnt mather what is the idea....
this sistem woud justmake some clean and fair 1v1 or 2v2 fights so no1 can corupt it.... and thats all i know people woud be afraid of this becuse this put eve pvp in a total difrent lvl |
