There's no simple answer to that question. Yes, under the right circumstances, an interceptor could kill a cruiser. But under other circumstances, the reverse would be true.
A little bit of it is luck, but most of it is the choice of modules. There's a saying that the outcome of an EVE battle is decided at the Fitting screen, and that's mostly true.

A few days ago an alliance member Soloed a poorly fitted Zealot in his Vexor.
Its all about individual pilots fitting and experience.
A noob in a battleship is still a noob and prone to make the same common mistakes that other less experienced players tend to make.
Cruisers regularly take out Battleships. On the other hand a well set-up battleship pilot can kill almost anything one on one. However there is no ONE ultimate setup that pwns all....less its a NOS Domi like mine

It depends on the setup. If that cruiser is set up to take out bigger stuff the inty will win, if the cruiser is setup to take out small stuff and the inty is shortrange the cruiser will win.
It's not about ships really, it's about having the right tools for the job and tools in this case is much more modules/strategy and experience than JUST the shiptype.

Ah I see. Trying to decide between assasult frigs and interceptors.
I don't see how they can do so much dmg..

The point remains....no single ship can kill everything it meets, sooner or later you meet something that will kill you.

Gix, for PVP I'd prefer an interceptor over an AF. Understand though that flying one is almost more of an art than it is science so expect to lose a fair few.

Expierience talking here. T1 cruiser to T1 cruiser, here's one you can bank on 99% of the time. 1600 mm plated Gallente Thorax or Vexor vs a Caldari Caracal or Moa = Dead Caldari ship. Other wise its all about skill, fittings, and who had the luck of having a better counter set up if it wasnt pre planned.

Hardly, they have some advantages that put them on top in many situations. Caldari ships tend to have to choose between a solid tank, and strong ECM (warp scrambling, target jamming, etc.) but can't have both (well). That's because both ECM and shield tanking mods use midslots.
But having missiles that use no cap, and always hit their target, usually for max damage, can often make a huge difference (as I understand it).
That's just being general on my part.

Like all the other races ships, they have a defined role. Generally speaking, Caldari ships are meant for shield tanking and meant to use missile launchers. A lot of their ships also get bonuses to EW modules, specifically targetting jammers. These all have their advantages and disadvantages. For example, on using missiles: you'll never see a caldari pilot snipe, because missiles take so long to reach their target.
