With your attributes, you will learn weapon skills and ships very quickly. Unfortunately, there is always a price to pay. Other skills, like Electronics, for example, will take you a very long time to learn, and if you want to learn something like Cloaking, which requires Electronics level 5, you are in for a long haul. Focus on your strengths and you will do fine. Learn as many quick skills as you can, the ones that take less than an hour. When skills start to take more than a few hours to train or start being measured in days until completion, then start training some of the learning skills up. Even then, I would only recommend training them up to about level 3 initially, because with your low Intelligence and Memory, anything beyond that will take a long time to train.
Some people will tell you to train your learning skills all the way to maximum for the greatest return in the long run, but this will take a long time and you need to make money and of course have fun. So try to find a balance. So train what you want and what you need and when those training times become really long, look into options to decrease those times, which would include learning skills and implants.
I created a character with very high Intelligence and Memory. I trained up Learning skills to level 4, and have some +1 implants installed. Because of this, it only took me about 5 days to train Electronics to level 5 and now I have Cloaking trained to level 2. However, there is a price to pay for my choices. Cruiser level 5 will take me 48 days to train and it is highly unlikely I will learn that skill any time soon, especially when there are so many other beneficial skills with much less training times. What this means, is that there is whole classes of ships that will be denied to me, for a very long time. I can accept this and instead play to my strengths. I have focused on Sciences, Electronics, Industry, Manufacturing, and ECM as my ace card in combat. Despite not having very high combat skills trained up, I do very well in combat and have no complaints.
The only thing you have to ask yourself is, are you happy with the strengths and weaknesses of your character?
