I'm not in command of the MC, but I know what's going on, and the answer is: none of your frigging business. 
Actually, MC corporations drop out of the IGA at anytime to take on solo contracts if they wish. Just so happens NSN has a contract they committed to before this one kicked off. I take it you're part of the target set?
